An NYPD civilian employee who accused a cop of sexual harassment after he allegedly pulled a gun on her inside police headquarters exchanged explicit messages with the cop before the incident, the officer’s lawyer claims.

Megan Kwan, 25, exchanged messages about sex and joked about creating an OnlyFans account featuring photos of Officer Quilbvio Espinal, 35, according to the motion filed Wednesday in Manhattan Supreme Court seeking access to her phone.

Using Facebook Messenger between 2025 and 2026, the pair exchanged “many flirtatious and sexual messages, referenced multiple sex acts, and posted graphic pictures and memes to each other,” according to the court filing.

After the gun incident, Kwan sued the officer and his supervisor Sgt. Jayson Valentin — saying they sexually and racially harassed her.

She accused both men of proposing threesomes — Espinal asked for one with his wife, the suit alleged.

Kwan, who is deaf, sent Espinal a screenshot of a tweet which read: “U Haven’t heard some weird s–t until u f–k a deaf girl. Sounded like i was beating a baby seal,” according to the court document.

Other messages involve oral sex and lewd references to preparing for a sexual encounter, according to the filing that demands Kwan “produce her cell phone for a forensic extraction of all photos and videos of Officer Espinal.”

“Her own texts shed a spotlight on the truth about their relationship and that spotlight shows that officer Espinal never would have done anything to put this sexting partner in fear of physical harm,” the cop’s lawyer, Robert Gottlieb, said, claiming that prosecutors turned over 200 pages of messages the two exchanged.

Espinal shared a meme of a suggestively shaped pastry with icing, to which Kwan allegedly made a vulgar response, “Can’t waste no drip drip,” according to the documents.

In one Feb. 19 message, Kwan reported that she had “enough photos of [Officer Espinal] to create an OF account,” which is believed to be an abbreviation for OnlyFans, a website dedicated to user-created pornography, the suit states. 

“She also told Officer Espinal that she would use Chinese artificial intelligence technology to analyze the multiple digital depictions that she has of him in order to create computer generated pornographic representations of him for this website,” according to the filing.

Espinal is facing menacing and official misconduct charges and pleaded not guilty. He was placed on modified duty, which means his gun and shield were removed.

Kwan says she started working at the department as a college intern in 2021 and became full-time in its IT department in 2025. 

Kwan’s lawyer, John Scola, said Espinal repeatedly told her he wanted an “Asian wife,” called her his “baby momma,” and boasted of his “Asian fetish,” sending her pornographic and racist videos.

“A sworn police officer pointed a loaded, department-issued firearm at my client – a deaf civilian he outranked — inside their workplace, and he was indicted for it,” Scola said.

He called the motion “an effort to intimidate a woman who reported and armed officer and to put her private life on trial instead of his conduct.”
