Google is preparing to introduce a major change to how Android handles apps distributed outside traditional app stores. Starting 30th September 2026, Android’s new developer verification requirements will begin taking effect on certified Android devices, requiring apps distributed through participating app stores to be registered by verified developers.

The initial rollout will begin in Brazil, Indonesia, Singapore, and Thailand before expanding globally in 2027. India is therefore not part of the September 2026 rollout, although the system is expected to eventually reach certified Android devices worldwide.

Under the new system, developers will be required to verify their identity and register their apps with Google. The requirement is designed to link Android applications with identifiable developers, making it more difficult for malicious developers to operate anonymously and repeatedly distribute harmful apps.

Google says its analysis found that malware was significantly more common from sideloaded sources than through Google Play, which is one of the reasons behind introducing the verification system.

The verification requirement applies to certified Android devices – essentially devices that use Google’s apps and services and meet Play Protect certification requirements.

Earlier information surrounding the policy created concerns that Android users would simply be prevented from installing APK files created by unverified developers. Google has since clarified that users will still have ways to install such applications.

Unregistered apps can continue to be sideloaded through Android Debug Bridge (ADB), while Google is also introducing an advanced installation flow for users who knowingly want to install software from an unverified developer.

This means traditional sideloading is becoming more controlled, but Android is not completely removing the ability to install apps from unverified developers.

The first phase will verify app installations coming from seven participating stores:

• Google Play
• HONOR App Market
• OPPO App Market
• Samsung Galaxy Store
• Transsion Palm Store
• vivo V-Appstore
• Xiaomi GetApps

The requirement begins on 30th September 2026 in Brazil, Indonesia, Singapore, and Thailand. Google says the verification capability will later expand to additional third-party Android app stores, followed by a broader global rollout in 2027.

For most people who download applications through Google Play or other major app stores, very little is expected to change. The biggest impact will be on users who frequently install APK files, use independent app stores, or download applications from smaller developers.

If an application isn’t registered to a verified developer, installing it may require users to go through Google’s advanced installation process rather than the normal APK installation flow.

The change could particularly affect independent and hobbyist developers who distribute applications directly instead of publishing them through established app stores. However, Google has opened a dedicated Android Developer Console for developers distributing apps outside Google Play to complete verification and register their applications.

Ahead of enforcement, a new system component called Android Developer Verifier has reportedly started appearing on some Android devices through Google System Updates. The component is expected to handle checks related to whether applications are registered with verified developers.

The appearance of the service does not mean the restrictions are already active. User-facing enforcement begins in the four initial countries on 30th September 2026.

Users will still have access to advanced sideloading methods and ADB for installing unregistered applications.
