A squabble over proposed restrictions to beach parking passes in Kennebunk has prompted the Select Board to go back to the drawing board.

In April, the board approved an ordinance amendment that would have restricted the beach parking passes to cars registered in the town.

Now, though, the amendment has now been sent back to a board subcommittee after some part-time property owners said the proposed amendment made them feel excluded.

The board said in the spring that the proposal was motivated in an effort to ease the burden on town officials who have to dole out parking passes. The amendment would have gone into effect in 2027 and only allowed vehicles registered in Kennebunk to receive a discounted parking pass; others would have to pay a much steeper rate.

Nonresident parking passes range from $30 for a day pass to $200 for a season pass. Resident season passes cost just $10, with guest passes available for $30.

In June, some residents began to circulate an online petition asking the board to reconsider the amendment. The petition has gathered nearly 350 signatures.

“This decision has stirred feelings of exclusion and raises significant concerns about fairness,” wrote Neal Waldman, the part-time resident who began the petition.

Waldman said while he didn’t think part-time residents were intentionally left out by the board, many of them had no knowledge of the discussions.

“So, a bunch of residents got together and said, ‘Hey, can we get this revisited?’” he said.

Waldman said he and other part-time residents also sent several letters to the board, asking for possible reconsideration.

At a meeting on July 21, board members voted 5-1 to send the amendment back to the ordinance subcommittee for review.

“We have talked about this for months,” said Lisa Pratt, the lone member to vote against further review. “It’s not like we made this decision in a bubble.”

“A beach pass is not a right,” Pratt added. “Just because you pay property taxes does not mean a parking beach pass is your right.”

Board Chair Miriam Whitehouse said she had appreciated hearing from the concerned property owners.

“It was never our intent to hurt people’s feelings and make them feel like second-class citizens,” she said. “We’re trying to solve multiple problems at the same time. … It’s not a simple task.”

Members of the subcommittee will now consider different options before the Select Board brings the amendment to a vote once more.

No timeline for another vote has been announced, but many part-time Kennebunk residents remain hopeful that the board will consider their side of the issue.

“The ultimate solution is to treat every taxpayer the same, in my opinion,” Waldman said.
