Putin Threatens to Seize European Ships as Russia Warns of Retaliation Over 'Shadow Fleet'

Putin warned Moscow would detain Western vessels "wherever it deems necessary" after the EU adopted a mechanism allowing member states to sell confiscated Russian oil cargo.

Russian President Vladimir Putin threatened Wednesday to seize ships linked to European nations, saying Moscow could respond to what he described as unlawful restrictions on Russian commercial vessels amid a widening European crackdown on Russia's so-called shadow fleet.

Putin made the comments on the Varyag missile cruiser during Pacific Fleet exercises off the shores of the Far East of Russia. His warning was issued as the EU ratchets up its sanctions against ships suspected of assisting Russia in evading sanctions on its oil imports.

He claimed that European governments were infringing on international maritime law with their restrictions on the movement of Russia's ships. The authorities of certain countries are trying, in breach of international maritime law, to limit the movements of ships of our businesses, he stated, as quoted by Euronews in an audio recording of his comments.

"And recently, they went so far as to consider seizing our vessels and selling the property they have plundered from us. This is, of course, nothing other than piracy and robbery," Putin said.

He added that Russia would act "wherever we ourselves deem necessary and appropriate, anywhere," according to Meduza's report of his remarks.

EU Expands Pressure on Russia's Shadow Fleet

The European Union adopted its 21st package of sanctions against Russia on July 23, adding 41 vessels to its list of sanctioned shadow-fleet ships and expanding restrictions on companies and entities linked to Russia's energy sector.

The package brought the number of designated shadow-fleet vessels to more than 670, according to the Council of the EU. The measures also targeted companies supporting the shadow fleet, including through bunkering and other services.

The EU defines the targeted vessels as non-EU tankers that are part of Russia's shadow fleet and are used to circumvent the oil price-cap mechanism, support Russia's energy sector or transport military equipment or stolen Ukrainian grain.

The EU's sanctions record does not describe the 21st package as creating a general mechanism for member states to sell Russian oil or other cargo seized from shadow-fleet vessels.

Russia has repeatedly rejected Western measures targeting its shipping and energy trade. Moscow has described the seizure or detention of Russian-linked vessels by European countries as unlawful.

European Operations against Russia-Linked Tankers

European authorities have stepped up enforcement against vessels suspected of links to Russia's shadow fleet, although the legal basis and circumstances differ from case to case.

In June, French authorities intercepted the tanker Tagor in the Atlantic, according to French and maritime reports. The vessel had sailed from Russia's Arctic port of Murmansk, and French authorities said the operation was carried out with British support. The Kremlin criticized the action as unlawful.

Other European authorities have also detained or inspected vessels suspected of carrying Russian-linked cargo. However, individual cases should be distinguished from the EU's broader sanctions regime because designation under EU sanctions does not automatically mean a vessel can be seized.

The distinction is significant because maritime enforcement can involve different authorities, jurisdictions and legal powers, including sanctions enforcement, flag-state controls and inspections under international maritime rules.

Operation IRINI's Role in the Mediterranean

On Aug. 2, the Italian Navy vessel ITS Thaon di Revel, operating in connection with the EU's Operation EUNAVFOR MED IRINI, boarded the tanker Toa Payoh west of the Italian island of Pantelleria, according to reports by maritime and defense publications.

The vessel had departed Cotonou, Benin, on July 16, and was bound for Istanbul while sailing under a declared Cameroonian flag, according to those reports.

Italian Defense Minister Guido Crosetto praised the operation, saying it demonstrated Italy's contribution to Mediterranean security and EU efforts.

The boarding reportedly followed an initial refusal by the vessel's captain to cooperate. Italian personnel then boarded the tanker by helicopter. The vessel was subsequently allowed to continue its voyage.

The incident illustrates the distinction between inspection and seizure. Operation IRINI's maritime activities include monitoring and verifying vessels and their documentation, but the operation does not give the EU a blanket authority to seize sanctioned tankers.

Russia Signals Possible Maritime Response

Putin's warning was accompanied by comments from Pacific Fleet Commander Adm. Viktor Liina, who said Russian forces were prepared to inspect and detain vessels belonging to what Moscow considers unfriendly states.

"Western states are actively employing vessels flying the flags of third countries to transport cargo in their own interests," Liina said, according to a report published by Pravda Japan.

"In essence, this constitutes their shadow fleet. We have the forces required to inspect and detain vessels of unfriendly states that belong to their shadow fleet. Interagency coordination has been established. We are ready to begin carrying out these tasks," he said.

Liina also told Putin that 1,001 vessels had transited through Russia's exclusive economic zone near the Kuril Islands between April 24 and Aug. 6. Of those, he said, 379 flew the flags of countries Russia designates as "unfriendly," including 26 British-flagged vessels and nine French-flagged vessels.

The statements indicate that Moscow is publicly discussing the possibility of using its naval forces to inspect or detain vessels it considers linked to Western interests. No specific European vessel was identified by Putin or Liina as a target of retaliation in the remarks cited above.

Putin's warning comes as the EU expands sanctions targeting Russia's shadow fleet and vessels accused of helping Moscow circumvent oil restrictions.

Sanctions Have Expanded Since 2022

The EU has progressively expanded its sanctions regime against Russia since the full-scale invasion of Ukraine in February 2022.

The 19th sanctions package was adopted in October 2025, followed by a 20th package in April 2026 and the 21st package in July 2026, according to the Council of the EU.

The 20th package added 46 vessels to the EU's shadow-fleet list and introduced mandatory due-diligence checks for tanker sales. The 21st package added another 41 vessels and expanded measures targeting companies and other actors involved in the shadow-fleet network.

The EU says the measures are intended to reduce Russia's ability to generate revenue from oil exports and to limit the operation of vessels that circumvent Western restrictions.

Russia has continued to export oil to major buyers outside the EU, including India and China, despite the sanctions regime. The use of vessels operating outside conventional Western shipping and insurance channels has become a key part of Moscow's strategy for maintaining those exports.

The latest statements from Putin and Liina raise the possibility of a new phase in the maritime dispute, in which Russia could seek to inspect or detain vessels it considers connected to Western sanctions enforcement.
