Voters in Hurst to consider eight amendements to the city charter

Election Information: May 2, 2026 Election Day is Saturday, May 2, 2026. See all races by county: Collin, Dallas, Denton, Tarrant. Results will be updated after 7 p.m. Saturday.Polls are open on Election Day from 7 a.m. until 7 p.m. If you’re in line at 7 p.m., you will be allowed to vote.Most North Texas counties will be taking part in the Countywide Polling Place Program, meaning you can vote at any polling place in the county during early voting and on election day. Check the county list below to make sure your county is taking part in the CPPP program.
The City of Hurst is proposing eight charter amendments in the upcoming election.
City of Hurst Proposition A:
Shall Section 5.02. (Budget – A public record) of the Hurst Home Rule Charter be amended to read as follows: The budget and budget message shall be a public record and available for inspection as required by state law.

City of Hurst Proposition B:
Shall Section 5.03. (Budget – Publication of notice of hearing on budget) of the Hurst Home Rule Charter be amended to read as follows: The meeting at which the budget is considered shall be published as required by state law.

City of Hurst Proposition C:
Shall Section 5.09 (Effective date of budget; certification; copies made available) of the Hurst Home Rule Charter be amended to read as follows: Upon final adoption the budget shall be in effect for the budget year as required by state law. The final budget shall be certified by the City Manager, and a copy shall be available as required by state law.

City of Hurst Proposition D:
Shall Section 5A.01 (Contracts requiring expenditure of public funds – Generally) of the Hurst Home Rule Charter be amended to read as follows: All contracts for the expenditure of public funds shall be procured in accordance with state law.

City of Hurst Proposition E:
Shall Section 9.04 (Professional services) of the Hurst Home Rule Charter be amended to read as follows: The city may employ such professional consultants, including engineers, planners, architects or others whom it finds appropriate and in the best interest of the city to engage. The city council may authorize the city manager to employ professional consultants in compliance with state law.

City of Hurst Proposition F:
Shall Section 9.09 (Residence of city manager and city secretary) of the Hurst Home Rule Charter be amended by deleting the section and thereby removing the residency requirement for the city manager and city secretary.

City of Hurst Proposition G:
Shall Section 10.07 (Official newspaper) of the Hurst Home Rule Charter be amended to read as follows: The city council shall designate an “official newspaper” of the city in accordance with state law.

City of Hurst Proposition H:
Shall Section 3.06 be added to the Hurst Home Rules Charter as follows (City Council Vacancy) If a vacancy occurs in an office of Councilmember, the City Council may appoint a person to the vacant office by a majority vote of all remaining Councilmembers. A person appointed to a vacated office under this subsection may
serve until the next regular municipal election, at which point the vacated office will be filled by election of the voters. A person appointed by this subsection shall meet all requirements and qualifications of the Charter as stated in this article.
