California Prop 39: Voter ID on the ballot in November

California voters in November will decide whether to require people to show identification at the polls.
If Proposition 39 passes, California voters would need to provide a government-issued ID at the polls or the last four digits of a government-issued identification number when voting by mail.
Reform California is the group behind the proposition and led by Republican State Assemblymember Carl DeMaio.
DeMaio said the measure would tighten election rules through verified citizenship and a report from election officials each year.
“We believe that people should continue to have convenience for voting and make voting easy,” DeMaio said. “But we do require identification. You can do that with a multitude of government IDs and for mail-in ballots just the last four digits.”
On the other hand, Common Cause California opposes Prop 39, saying the measure would make it harder to vote.
“Prop 39 does not lay out any sort of guidelines on how we, for example, cure ballots. That’s how do we correct issues such as signatures or maybe wrong digit placements for verification numbers,” Common Cause California Executive Director Darius Kemp said. “It doesn’t do any of that.”
Some voters resonated with Kemp, especially once they learned more about the proposition.
A University of California, Berkely poll conducted in April found 56% of respondents initially supported the measure. After they understood the measure’s political context, the support dropped to 39%.
“I’m probably indifferent to be honest,” voter Muhammad Joyo said. “I can see why people wouldn’t like that. I can also see why people would want that.”
