People ask whether Sun City, Arizona really is the retirement bargain it looks like on Zillow. Listing prices are lower than almost anything comparable in the Phoenix metro, property taxes are famously light, and pools and golf courses are already built. On paper, it is one of the cheapest ways to retire into a resort-style community in the Southwest. In practice, a second layer of costs never shows up in a listing and rarely comes up on the house tour.

The Mandatory Fee You Owe Whether You Ever Swim a Lap or Not

Every deed inside the original Del Webb Sun City carries an obligation to the Recreation Centers of Sun City (RCSC). The current Annual Property Assessment Fee is $680 per year, per property, not per owner, no matter how many names sit on the title. You owe it if you golf every morning and you owe it if you never once set foot in a rec center. Non-payment invalidates access cards for pools, golf, and clubs, and it attaches to the home rather than to you. This is the single most-missed recurring line in the Sun City budget. Buyers from a standard neighborhood without an HOA are often surprised it exists at all, and buyers from a conventional HOA are surprised it is separate from everything else.

What You Actually Pay at Closing

The RCSC fee sheet revised Dec. 19, 2025 and effective Jan. 1, 2026 spells out one-time charges due at the transfer of ownership. The Preservation and Improvement Fee (PIF) is $4,000. The Capital Improvement Fee (CIF) is $1,500. There is a $500 Transfer Fee and a $30 Recording Fee. Combined, that is $6,030 in one-time RCSC fees at closing, on top of ordinary title, escrow, and lender costs. Some blog write-ups quote older PIF figures. The current schedule is what escrow will actually collect, and buyers rarely see it itemized until the settlement statement arrives.

The Fees That Come Back When You Sell

SCHOA, the Sun City Home Owners Association, is a separate nonprofit from RCSC and shows up mostly at resale. Under the schedule effective Jan. 1, 2026, the seller typically pays a $300 Inspection/Document Fee covering research and disclosure of the property’s compliance history, and the buyer typically pays a $300 CC&R Property Enforcement Fee. SCHOA membership itself is voluntary at $25 per year, but the recorded deed restrictions are not optional for anyone who owns there.

The Paperwork and Rules That Catch People Off Guard

Sun City is age-restricted, and the paperwork is real. At least one occupant per household must be 55 or older, no one under 19 may occupy a unit for more than 90 days in any 12-month period, and every homeowner and renter must file a sworn Age Affidavit. There is also a structural quirk worth knowing. Sun City is not a legally “planned community” under Arizona statute because it does not own its common areas, which is why enforcement runs through recorded CC&Rs and SCHOA rather than a conventional HOA board. Buyers from a typical HOA neighborhood consistently find this confusing.

The Aging Housing Stock as an Ownership Reality

Most inventory was built between 1960 and 1978. That is the trade-off behind the accessible sticker prices. HVAC systems, roofs, water heaters, and original plumbing runs are candidates for near-term replacement in many homes, and many listings have cosmetic updates layered on top of untouched mechanicals. A pre-purchase inspection here is essential: it is the difference between knowing what you are buying and inheriting deferred maintenance dressed up in fresh paint.

Ongoing Costs Beyond the Mortgage

Property taxes really are low. Secondary tax-aggregator sources put the effective rate at roughly 0.3% to 0.46%, an estimated $900 to $1,100 per year on a typical home, and the reason is genuine: no school-age residents means no school-district levy. Local agent commentary suggests summer cooling can push electric bills up by $200 to $400 per month at peak. Gas prices matter too in a car-dependent desert grid, with the national average recently at $4.01 per gallon.

The Real Takeaway

None of these costs are hidden in any literal sense. They live in the RCSC fee sheet, the SCHOA schedule, the recorded CC&Rs, and the Maricopa County tax records. They are just spread across four separate documents that a buyer has to go looking for, and none appear as a line on the listing. Read them before you sign, and Sun City becomes what it is actually good at being: an affordable retirement, with the receipts fully out on the table.
