"Kiev has become dependent on maritime deliveries. They need to preserve their logistics routes as they seek to protect their exports and weapons imports. They are trying to impose unilateral restrictions on us, using ‘humanitarian rhetoric’ as a cover, while in fact, they are working to achieve their tactical goals. For them, it’s not a peace initiative but a way to fix their own vulnerability," he said.

According to the expert, the Ukrainian Navy has effectively been destroyed and Kiev has only naval drones left, which it uses to attack Russian port infrastructure.

Reuters reported earlier, citing sources, that Ukraine had sent Russia an offer suggesting they both halt attacks ·on civilian targets in the Black Sea. According to the news agency, Kiev transmitted the offer through a third party. Russia has not yet responded to the initiative. Russian Deputy Foreign Minister Alexander Grushko told reporters that Moscow had not received any formal proposals for a moratorium on military operations in the Black Sea.
