Former CM seeks resignation of L-G, CM over delay in allocation of portfolios

The L-G has no role in deciding on the portfolios once the Chief Minister submits the list to his office, says Narayanasamy. Further, the Lt. Governor’s decision not to notify the list amounted to dereliction of duty and he has created a constitutional crisis, the Congress leader adds.

Former Chief Minister and Congress leader V. Narayanasamy has demanded resignation of Lieutenant Governor K. Kailashnathan and Chief Minister N. Rangasamy for creating “constitutional and administrative crisis” in Puducherry by delaying portfolio allocation in the NDA Cabinet.

Addressing a press conference here on Saturday, the Congress leader said the Lt. Governor and Chief Minister have failed to provide the Union Territory a functional Cabinet though the Assembly election results were announced around three months ago.

The Chief Minister submitted the portfolio list to the Lt. Governor on July 20. Its more than 12 days after submission of the list by the Chief Minister, and the portfolios of the Cabinet members are yet to be notified, he said. “The Lt. Governor has no role in deciding on the portfolios once the Chief Minister submits the list to his office. His job was to sign and recommend the list for notification. The Lt. Governor’s decision not to notify the list amounted to dereliction of duty. He has created a constitutional crisis," he said. 

“If the Chief Minister cannot obtain signature for the list he submitted to the Lt. Governor, he should resign. The Lt. Governor should also tender resignation for creating a Constitutional crisis in Puducherry. This kind of a situation was unheard in the country," the Congress leader said.

Mr. Narayanasamy also urged the government to convene an all-party meeting to discuss the Karnataka government’s decision to construct a dam across the Cauvery. “The problem could be solved only through legal means. The Puducherry government should consult political parties to take an appropriate stand on the issue,” he said.
