The United States has decided to impose high tariffs of up to 100% on imported drones and related parts. The measure is directly aimed at China, which occupies a significant portion of the global drone market, and is interpreted as an intention to strengthen the domestic drone industry and supply chain.

U.S. President Donald Trump signed a proclamation on Aug. 13 local time to respond to the national security threats caused by drone imports. This measure was determined based on a Section 232 of the Trade Expansion Act investigation report submitted by U.S. Secretary of Commerce Howard Lutnick. Through the report, Secretary Lutnick pointed out that the United States is excessively dependent on foreign drones and parts, and that the market penetration of foreign products is at a significant level.

According to the proclamation, tariff rates are applied differentially depending on the weight and purpose of the drones. A tariff of 100% will be imposed on drones with a maximum takeoff weight exceeding 25 kilograms, drones equipped with highly sensitive functions for national security such as thermal imaging, docking stations, and core parts. On the other hand, a tariff rate of 25% was set for small drones with a maximum takeoff weight of 25 kilograms or less and some parts.

Relatively low tariff rates will be applied to products from major allied countries, including South Korea. The tariff rate for drones and parts from South Korea, the European Union, Japan, Taiwan, Switzerland, and Liechtenstein is set at a maximum of 15%. Products from the United Kingdom will be subject to a tariff of up to 10%. However, a condition is attached that virtually all core parts and technology must originate from the respective country or the United States to receive such benefits.

The timing of the high tariff application is divided by item. Items subject to the 100% tariff and small drones subject to the 25% tariff will begin to be applied at 12:01 a.m. Eastern Time on September 3. The 25% tariff on some drone parts with low national security sensitivity is scheduled to be imposed starting on February 9 next year.

The White House defined drones as a core technology of modern warfare and an essential element of US military operations, emphasizing the need to expand domestic production. This measure is expected to deal a significant blow to the Chinese industry, especially DJI Technology, which accounts for about 70% of the U.S. commercial drone market. Previously, the Federal Communications Commission also restricted new imports and sales of some foreign drones, including new DJI models.

In addition to drones, the U.S. government is raising technological security barriers by recently taking similar restrictive measures on some foreign robots and power inverters. This tariff imposition is also expected to be utilized as a pressure card for President Trump ahead of a summit with Chinese President Xi Jinping.
