Missouri Budget Director Dan Haug will retire Oct. 1, 2026, concluding 11 years as budget director and 31 years in state government, Gov. Mike Kehoe announced.

Kehoe credited Haug with providing leadership across multiple gubernatorial administrations and navigating changes in Missouri’s fiscal environment.

“Dan has served in this important role under multiple administrations with unwavering integrity and professionalism,” Kehoe said. “His deep understanding of the state budget has provided valuable guidance to state leaders and decision makers throughout the ups and downs of Missouri’s budget landscape.”

Haug began working for the state in 1995 as an economist responsible for forecasting tax revenue for the Office of Administration’s Division of Budget and Planning. He joined the Missouri Senate Appropriations staff in 2002 and served as its director from 2005 through 2013.

In 2013, Haug became director of administration for the Missouri Department of Mental Health. Gov. Jay Nixon appointed him budget director in 2015. Haug is Missouri’s longest-serving budget director, holding the position for 11 years under four governors.

“It has been an honor serving alongside Governor Kehoe and all previous Governors as budget director,” Haug said. “I am very grateful to have had the opportunity to help these administrations craft state budgets that improved the lives of Missourians in countless ways.”

Haug also thanked the Budget and Planning staff for its work and service to Missouri.

Missouri Department of Corrections Director Trevor Foley will become state budget director following Haug’s retirement.

Kehoe said Foley brings more than two decades of state budget analysis and management experience from Missouri’s executive and legislative branches. He said Foley’s leadership and experience will be important as the administration addresses future budget challenges and works to adjust the size of state government while positioning Missouri for long-term success.

Foley began his state government career in January 2000 as a budget analyst with the Missouri Department of Corrections. He was promoted to budget analyst III in May 2001.

In August 2007, Foley joined the Missouri Senate as an appropriations analyst. He became assistant director of the Senate Appropriations Staff Office in July 2015.

Foley returned to the Department of Corrections in August 2018 as director of budget and finance. He was appointed director of the department in December 2023.

“I am grateful to Governor Kehoe for the opportunity to step into this critical role and continue my service to the state of Missouri,” Foley said.

Foley said he intends to carry out Kehoe’s goals for economic growth and fiscal discipline. He thanked Haug for his service and assistance during the transition and said he looks forward to working with the Division of Budget and Planning. Foley also thanked Department of Corrections employees for their support during his time with the agency.

The Division of Budget and Planning assists the commissioner of administration and the governor with management of Missouri’s executive branch. The division analyzes state budget policy and provides fiscal information to the commissioner, the governor’s office, the Missouri General Assembly, Missouri’s congressional delegation, and state, local, and federal agencies.
