Melvin J. Fincher, 39, of Rolla, received a 15-year sentence in the Missouri Department of Corrections after entering an Alford plea in Barry County Circuit Court in connection with a cattle theft investigation.
Fincher entered the plea Aug. 11, 2026. The court suspended execution of the 15-year sentence, placed him on five years of supervised probation, and ordered him to pay restitution.
The case stemmed from an investigation by the Missouri State Highway Patrol Division of Drug and Crime Control’s Rural Crimes Investigation Unit. The Polk County sheriff requested assistance from the unit Sept. 3, 2025, during an investigation into cattle stolen from a Polk County resident.
Polk County Sheriff Danny Morrison identified Fincher as a suspect in that investigation. Authorities also identified Fincher as a possible suspect in two additional cattle thefts, including one reported in Barry County.
Division of Drug and Crime Control investigators found patterns resembling other cattle theft cases reported across Missouri, including incidents in Polk and Phelps counties. Investigators pursued several leads and obtained additional evidence that authorities said established probable cause for an arrest.
Investigators submitted a probable cause statement to the Barry County prosecutor seeking a felony charge. On Feb. 11, 2026, the Barry County prosecuting attorney formally charged Fincher with one count of stealing livestock or wildlife — prior offense. A warrant was issued for his arrest.
Operation Relentless Pursuit officers and members of the U.S. Marshals Service located Fincher in Neosho on March 9, 2026. He was arrested without incident and taken to the Newton County Jail. Bail was set at $50,000.
