Description
Scales and normalizes the state-gas limit to balance state-gas and execution-gas utilization.
When this can be useful
This proposal is useful if observations after EIP-8037 activates indicate that its fixed CPSB will not produce balanced demand for state gas and execution gas. State demand may be lower than anticipated, resulting in less state creation than targeted, or higher than anticipated, causing state gas to set the common base fee and suppress execution-gas consumption. The EIP provides a minimal hardfork calibration: adjust CPSB, scale the raw state-gas limit proportionally, and normalize state gas before block-level aggregation. It can be viewed as a manual counterpart to EIP-8075 while Ethereum moves toward the longer-term multidimensional fee market of EIP-7999.

Abstract
This EIP modifies EIP-8037 by assigning state gas a scaled raw limit and normalizing state-gas usage before computing block-level gas_used. At activation, CPSB and the limit scale are set so the state-byte price can reflect estimated demand while the selected state-growth target continues to correspond to 50% normalized state-gas utilization. No new transaction or block-header fields are introduced.
