The European Commission is preparing to announce a series of decisions against Google that are likely to include hundreds of millions of euros in fines, the Financial Times reported, citing unnamed people and internal Commission documents.

The enforcement actions also reportedly include the threat of daily penalty payments and additional regulatory orders under the Digital Markets Act competition rules.

The fines reportedly relate to two long-running DMA investigations.

In the first, the Commission is expected to find that Google illegally favours its own specialised services, such as travel and shopping, in its search results.

In the other, regulators are expected to say that that Google has not done enough to give Android app developers freedom to direct users to alternative app systems.

If it’s found to have violated the DMA, Google may face initial fines up to 10 percent of its global turnover, as well as periodic penalties if it fails to come into compliance within 60 days.

Google has reportedly been in negotiations with the Commission for months to try and resolve the probes through fines for past conduct alone.

Internal documents reportedly specify that Google’s ongoing non-compliance “should be considered as serious”, without indicating a specific level of fines.

The EU last year fined Apple and Facebook parent Meta hundreds of millions of euros each for DMA violations.

Billions in fines

It fined Google more than €8 billion (£6.8bn) between 2017 and 2019.

Google said it wanted to bring the probes to a close, and complained that the changes it has already made for its Search product have created a “second-rate experience”.

Earlier this month, the European Court of Justice, the EU’s top court, dismissed Google’s appeal to a record €4.1bn antitrust fine imposed in 2018 over its Android competition practices.

The European Commission levied the penalty for Google’s deals with large smartphone makers to ensure the prominence of its own apps, such as Search and the Chrome browser.

Initially the fine was €4.3bn, but was reduced to its current level in 2022.

At the time, the Commission said Google had abused its market dominance to stifle competition.
