New research from the Playground Proms charity suggests that around two million primary-aged children are missing out on live music performances, with cost and location acting as the biggest barriers.
The study of 1,000 state school pupils aged seven to eleven found that 40% had not seen live music in the past year.
Where a child lives plays a significant role. In Greater London, more than two thirds have experienced live music, while in the North East that figure drops to just 43%.
For many families, the reasons are practical. Tickets are simply too expensive for 43% of those surveyed, while 37% say events are too far away or difficult to reach.
Nearly three in ten children do not have access to an instrument they can practice on. For most, school is the only place where that opportunity exists. Even so, the appetite is clearly there as two thirds of children without access say they would like to learn.
This lack of exposure is reflected in how children understand music. While almost all can recognise the sound of a piano, familiarity drops sharply with other instruments. Many struggle to identify a saxophone or flute, and a notable number admit they simply do not know what they are hearing.
Playground Proms is attempting to change that. With support from Arts Council England, the organisation is expanding its school-based concert series, bringing live classical performances directly into playgrounds. In 2026 alone, it expects to reach 63,000 children across 15 areas.
Founder Cathal Ó Dúill says the findings point to a deeper issue: “Our new research exposes a stark reality – too many children are being locked out of music in the UK. When nearly half of children are missing out on live music because of cost and where they live, that is not a cultural gap, it’s a systemic failure.
“At a time when music provision is under pressure in schools, the government needs to act on the election promises it made to ensure that all children receive high-quality music education. A-level music entries in England have fallen by 45% and GCSE music by 26% since the introduction of the EBacc in 2010, and when access increasingly depends on geography and funding, we risk entrenching these inequalities even further – already, less than 2 percent of current performers in UK orchestras are from the global majority. Without intervention, a generation of children will grow up without meaningful access to music that is proven to support confidence, wellbeing and academic engagement.
“We know that playing an instrument helps our brain health – promoting memory and problem-solving skills, and for children, just listening to classical music helps with language skills, focus, development and emotional regulation. There is a clear need for sustained investment in music education and local provision to ensure every child has the opportunity to engage. Playground Proms exists to break that cycle by taking music directly into schools and removing those barriers completely. If we don’t act now, access to music will become a privilege, not a right.”
