This is the eleventh issue of the Cybercrime Judicial Monitor (CJM), jointly produced by Eurojust and the European Judicial Cybercrime Network (EJCN). Published annually, the CJM is distributed to judicial and law enforcement authorities active in the field of preventing and combating cyber-dependent and cyber-enabled crime.

This issue introduces a refreshed and more streamlined structure and contains three main sections. The first section covers key legislative and policy developments in the areas of cybercrime, electronic evidence (e-evidence) gathering, crypto-assets and artificial intelligence (AI) in 2025 and early 2026. The judicial analysis section provides insights into relevant judgments delivered at EU, international and national level in these areas during the same period. The third section covers relevant legislative, policy and case-law developments in the EU in the area of data retention.

As part of this revamped approach, certain topics that were previously covered as a ‘topic of interest’ within the CJM will now be addressed through dedicated, self-standing flash reports. This will allow for more timely and focused analysis of emerging issues, while keeping the CJM focused on legislative, policy and case-law developments in the relevant areas.
