In Point #1 Iran got to define the battlefield by including Lebanon in a comprehensive plan for peace in the Middle East, which asserts that there will be no return to the status quo ante, in which “ceasefire†means a pause in hostilities so that Israel can rearm and violate the agreement they just signed. Sensing that peace might break out in the Middle East, Israel immediately renewed its attacks against Lebanon, setting the stage for a showdown with the Trump administration’s efforts which became the most significant part of the MOU’s collateral damage. In Point #4, Donald Trump agreed to withdraw the world’s most powerful navy from the Persian Gulf in a tacit admission that $14 billion aircraft carriers like the USS Gerald R. Ford were an obsolete military technology which could be neutralized by a $20,000 drone and therefore had spent the war hors de combat 700 miles away from the same Strait of Hormuz they were deployed to contest. In Point #6, Donald Trump agreed to pay “at least USD $300 billion for the reconstruction and economic development of the Islamic Republic of Iran,†the same regime which the US has been demonizing as the radix malorum in the Middle East ever since the hostage crisis of 1979. In Point #7, Donald Trump agreed to “terminate all types of sanctions against the Islamic Republic of Iran,†ending years of economic warfare. According to Point #11, “the United States of America undertakes to make fully available for use the frozen or restricted funds and assets of the Islamic Republic of Iran,†an amount estimated to be anywhere from $100 to $120 billion, bringing the total bill for the war to approximately $543 billion dollars. This is what the German would call “ein teurer Spass,†which can be roughly translated as an expensive way to have good time. Trump’s “teurer Spass†brought on a severe case of buyer’s remorse, especially considering the fact that if Trump had done nothing, the more restrictive JCPOA created by the Obama administration would still be in force, which would have cost the American taxpayer absolutely nothing. So, yes, Trump was right when he characterized the deal as “unconditional surrender,†even if the truth of that statement was the exact opposite of what he intended.

Tucker Carlson’s immediate analysis of the Memorandum of Understanding which Trump signed ending the war with Iran is a masterpiece of indirect, inflammatory rhetoric which rivals Marc Antony’s speech in Shakespeare’s Julius Caesar. Like Marc Antony, Carlson comes to bury Trump’s peace deal not to praise it.[1]Here is the full text of the 14 points from the “Islamabad Memorandum of Understanding between the United States of America and the Islamic Republic of Iran†(as released and read out by senior U.S. officials in June 2026).

1. The United States of America and the Islamic Republic of Iran and their allies in the current war, by signing this MOU, declare the immediate and permanent termination of military operations on all fronts, including in Lebanon, and undertake from now on not to initiate any war or any military operation against each other, and to refrain from the threat or use of force against each other, and ensuring the territorial integrity and sovereignty of Lebanon. The final deal will confirm the permanent termination of the war on all fronts, including in Lebanon and other provisions of this paragraph.

2. The United States of America and the Islamic Republic of Iran undertake to respect each other’s sovereignty and territorial integrity and to refrain from interfering in each other’s internal affairs.

3. The United States of America and the Islamic Republic of Iran commit to negotiating and achieving the final deal in maximum 60 days, extendable with mutual consent.

4. Immediately upon the signing of this MOU, the United States of America will begin the removal of its naval blockade and any disturbances or impediments against the Islamic Republic of Iran, and will fully end the naval blockade within 30 days. During this period, the traffic of vessels will be in proportion to the numbers of pre-war traffic being restored by the Islamic Republic of Iran. The United States of America further undertakes to remove its forces from the proximity of the Islamic Republic of Iran within 30 days after the final deal.

5. Upon the signing of this MOU, Islamic Republic of Iran will make arrangements using its best efforts for the safe passage of commercial vessels with no charge for 60 days only from the Persian Gulf to the Sea of Oman and vice versa. The traffic of commercial vessels will immediately start and considering the need for removing the technical and military obstacles and demining by the Islamic Republic of Iran will be instated within 30 days. The Islamic Republic of Iran will conduct dialogue with the sultanate of Oman to define the future administration and maritime services in the Strait of Hormuz in discussion with other Persian Gulf states in line with the applicable international law and the sovereign rights of coastal states of the Strait of Hormuz.

6. The United States of America undertakes with regional partners to develop a definitive mutually agreed plan with at least USD $300 billion for the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for the implementation of this plan will be finalized as part of the final deal within 60 days. All required licenses, waivers and permissions needed for the relevant financial transactions will be granted by the United States of America.

7. The United States of America undertakes to terminate all types of sanctions against the Islamic Republic of Iran, including the United Nations Security Council resolutions, IAEA Board of Governors resolutions, and all unilateral U.S. sanctions, primary and secondary, in an agreed-upon schedule as part of the final deal. The Islamic Republic of Iran and the United States of America acknowledge the critical importance of the sanctions termination issue above mentioned, and express their intentions to immediately address these issues in the negotiations in order to achieve mutual agreement on them.

8. The Islamic Republic of Iran reaffirms that it shall not procure or develop nuclear weapons. The United States of America and the Islamic Republic of Iran have agreed to resolve the disposition of stockpiled enriched material, pursuant to a mechanism that will be mutually agreed upon in accordance with the schedule mentioned in paragraph seven, with the minimum methodology to be down-blending on site under the supervision of the IAEA. The two parties also agreed to discuss the issue of enrichment and other mutually agreed matters related to the Islamic Republic of Iran’s nuclear needs, based on a satisfactory framework being agreed upon in the final deal. The final deal will confirm the provisions of this paragraph. The United States of America and the Islamic Republic of Iran acknowledge the critical importance of the nuclear issues above mentioned, and express their intention to immediately address these issues in the negotiations in order to achieve mutual agreement on them.

9. Pending the final deal, the United States of America and the Islamic Republic of Iran agree to maintain the status quo. The Islamic Republic of Iran will maintain the current status quo of its nuclear program, and the United States of America will not impose any new sanctions, and will not deploy additional forces in the region.

10. The United States of America undertakes that immediately upon the signing of this MOU, and until the termination of sanctions, the U.S. Department of Treasury will issue waivers for the export of Iranian crude oil, petroleum products and derivatives, and all associated services, including banking transactions, insurances, transportation, etc.

11. The United States of America undertakes to make fully available for use the frozen or restricted funds and assets of the Islamic Republic of Iran upon the implementation of this MOU. The United States of America and the Islamic Republic of Iran will mutually agree on the procedures related to the release of these funds during the negotiations. Such funds, whether retained in the original account or transferred, shall be made fully usable for payment to any ultimate beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States of America undertakes to issue all necessary licenses and authorizations accordingly.

12. The United States of America and the Islamic Republic of Iran agree that an executive mechanism will be established to monitor the successful implementation of this MOU and the future compliance of the final deal.

13. After signing this MOU and subject to the beginning of the implementation of paragraphs 1, 4, 5, 10, and 11 of this MOU, and the continuing implementation of these measures, the United States of America and Islamic Republic of Iran will start negotiations regarding the final deal exclusively on the other paragraphs.

The final deal will be endorsed by a binding UNSC resolution.

Pulling his punch, Tucker described the MOU as “a pretty humiliating loss for the United States,†an understatement which belies the fact that the Iran peace deal marks the end of the American Empire. The Israelis, who are determined to thwart implementation of the MOU, deliberately lured the US into a war which it could not win because they were interested, according to Carlson, in “diminishing the power of the US in the middle east.â€

The Israelis “wanted us out of the gulf. They wanted the destruction of our bases in the gulf, and they got it, but what they didn’t want was the admission that Iran is a real country. and we are going to treat them as the steward of the most economically significant waterway on the planet. Even if it’s not signed on Friday, the US has officially acknowledged that Iran is a player.â€

The deal was signed on Friday, June 19 in spite of the Israeli attempts to torpedo it. As Carlson went down the list of MOU concessions which the Americans agreed to, you could hear the suppressed rage growing among the WASP wing of the Deep State. Like Marc Antony, Tucker’s monologue is a masterpiece of rhetorical indirection whose goal is to rally that tattered remnant of the WASP ruling class, which achieved the apogee of its power when Tucker’s dad ran the Voice of America against the Jews who have hijacked America’s foreign policy and ruined the America Tucker was born into with all of prerogatives of the scion who inherited America’s version of the thousand year Reich. Donald Trump, Carlson tells, said that the humiliating MOU was a victory for America, and he, like Brutus, is “an honorable man.â€

America’s loss of control of the strait of Hormuz in 2026 is exactly analogous to England’s loss of control of the Suez Canal in 1956. The humiliating Iran peace deal “changes everything in the same way that the 1956 Suez Crisis ended the British Empire,†because England:

didn’t have the power to settle things the way they wanted. The US did. America took Britain’s place as the ruler of the Middle East. With this the US has shown that it does not have the power to impose its will on the 34th biggest economy in the world.

At this point, Carlson’s resentment against the wogs in Iran becomes too big to ignore:

That is the obvious conclusion of this document. There is something sad about it; there’s something bitter about it, considering it was predictable. It’s not Somalia [those wogs, again] and it never will be Somalia.â€

At this point, the real villains emerge: “The Neocons,†which is the Deep State euphemism for Jew, “have every reason to hate this; that’s for sure. They’re upset for good reason. The administration didn’t do this to alienate its last remaining pocket of supporters. No. We did this because we had no choice.â€

At this point, it’s worth asking, as Tonto once did to the Lone Ranger, “what you mean ‘we,’ paleface?†His use of the term “we†clearly excludes the Jews, but is he referring here to Americans in general or the tattered remnant of the WASP Deep State which Carlson inherited from his father’s generation, when America ruled the waves as the world’s sole superpower? Is Tucker looking forward to a more modest republic built on values that are universal and therefore enduring, or is he gearing up for MAGA 2.0 sans les juives? Either way, the current situation is dire:

The two things you need to understand is 1) we’re running out of weapons. The United States has expended about half of all its existing missile defense in seven weeks. If you can’t defend your allies in the region, you can’t continue. We have reached the limits of our industrial capacity. The United States can’t defend itself. It doesn’t have the industrial capacity to replenish those stocks. So, we are very vulnerable at this moment and with every passing day we become more vulnerable. . . . 2) Our strategic petroleum reserve is at its lowest point since 1983. So, we’re running out of oil and we’re running out of weapons. And it’s not because we were beaten in some type of artillery exchange with aircraft carriers. The conflict is asymmetrical and we have reached the limit of our ability to fight it short of using weapons of mass destruction against Tehran, which no normal person wants . . . because the downstream consequences are unimaginable. We actually don’t have a choice. The Trump administration is boxed in. We lost in a meaningful way. This [the MOU] is less bad than if we continued. . . . The president believed Israeli estimates about Iran’s nuclear program about its strength and critically how it would respond to the decapitation of its leadership class. The Iranians had created a system that was impervious to decapitation. The Trump administration knew very early that this war was no going to produce the results that were promised and Trump was very angry about that. The US president blames Netanyahu for misleading him and that’s why . . . Trump blamed Netanyahu early. So what’s their [the Jews’] response to this settlement? So before we join in the celebration of the 250th anniversary of America’s founding by launching another war to end all wars, it’s worth pondering America’s humiliating defeat in Iran following its humiliating departure from Afghanistan, events which signaled the end of the American Empire. America’s hasty departure from the Strait of Hormuz had uncanny parallels not only to England’s departure from Suez, but also with France’s humiliating withdrawal from Algeria, which ended France’s African empire. Unlike the collapse of the British empire in Suez, France’s withdrawal from Algeria resulted in an open rebellion in the French military which found expression in many attempts to assassinate Charles DeGaulle for abandoning the pied noirs, the French settlers.

The center of this rebellion was the far-right paramilitary group known as the Organisation de l’Armée Secrète or OAS, which came into existence in 1961, when it waged a terror campaign of bombings, assassinations, and sabotage in Algeria and France to derail the Evian accords. The OAS viewed de Gaulle as a traitor and targeted him for assassination. The most famous attempt on his life was the Petit-Clamart attack on August 22, 1962, when a squad of OAS-linked gunmen, led by Lt. Col. Jean-Marie Bastien-Thiry, ambushed de Gaulle’s Citroën DS 19 in a Paris suburb, firing 140–187 rounds, 14 of which hit de Gaulle’s limo, none of which harmed either de Gaulle or his wife Yvonne, or their driver thanks to the vehicle’s speed and sturdy design. This event inspired Frederick Forsyth’s novel The Day of the Jackal. Bastien-Thiry was executed by firing squad in 1963—the last such execution in France.[4]Grok

No matter how much Carlson draws on Shakespeare’s rhetoric in Marc Antony’s speech in Julius Caesar, his real inspiration derives from Satan’s speech in Paradise Lost. Tucker Carlson is trying to rally the fallen remnant of the WASP Deep State in the same way that Satan tried to rally the fallen demons in hell after the failure of their rebellion against God. Like Milton, who wrote Paradise Lost after the failure of the Puritan revolution in England in the 1640s, Carlson is writing in the bitter aftermath of the collapse of the American Empire. The trajectory of that decline began when the Puritans fled England and set up another Puritan theocracy on the shores of the Massachusetts Bay Colony. “Here at least we shall be free†is how Satan described Hell. The Puritans applied the same phrase to their arrival in the New World. Freedom in hell is what Satan proposed: “Better to reign in hell than serve in heaven,†and America has been implementing that program in earnest ever since it embarked upon the path of empire.

Carlson’s frankness is a welcome alternative to the obsolete rubbish which continues to emerge from the intellectually bankrupt conservative establishment at places like Hillsdale College, whose president, Larry P. Arnn, recently told us that the Declaration of Independence has a “sacred†dimension which can be found in its “signers’ pledge†which closes the document:

“And for the support of this Declaration, with a firm reliance on the protection of divine Providence, we mutually pledge to each other our Lives, our Fortunes and our sacred Honor.†That is how people talk on a battlefield when they are ready to die for each other.[5]“The Unity and Beauty of the Declaration and the Constitution,†Imprimis, December 2011, Volume 40, Issue 12).

Pace, Larry. The current question is not whether Americans are “ready to die for each other,†it’s whether they are willing to die for Israel.

Grok tells us that Arnn:

frames the document as an act of obedience to “the Laws of Nature and of Nature’s God†and self-evident principles (e.g., all men created equal with unalienable rights). This underscores its sacred or transcendent character—humble yet grand, universal, and binding beyond human law—while linking it to the Constitution.

No matter what Hillsdale College President Larry Arn says about the sacredness of America’s founding document, Satan’s speech was the real inspiration behind the Declaration of Independence. Thomas Jefferson, the principal author of the Declaration, was deeply familiar with Paradise Lost. He copied more quotations from Milton than from any other English poet (about 30 passages) into his literary commonplace book as a young man. Among them were lines from Satan’s first major speech:

“What though the field be lost?
All is not lost; the unconquerable Will,
And study of revenge, immortal hate,
And courage never to submit or yield:
And what is else not to be overcome?â€

“Non serviam†is the hidden grammar linking Satanism and Protestant America. Jefferson alluded to these ideas (especially “the unconquerable will†and refusal to submit) throughout his life, including in personal letters. This reflects a broader admiration for Milton’s portrayal of bold resistance to perceived tyranny.

Two hundred and fifty years after the proclamation of the Declaration of Independence, Donald Trump signed an agreement which put an end to the American Empire. Tucker Carlson is blaming the Jews for that catastrophe, even though he still has difficulty saying that word. However, his speech is not addressed to the Jews who have destroyed the America Carlson was born into. It is addressed to the remnant of the once powerful WASP elite, who created this empire out of the ashes of World War II. At the beginning of the third republic, when the Jew Morgenthau tried to starve Germany to death, WASP Paladins like Herbert Hoover and Secretary of State Cordell Hull and Secretary of War Henry L. Stimson accused Morgenthau of fostering semitic vengeance, which they decried as un-Christian and therefore un-American in a way that awoke America’s conscience and led to scrapping the Morgenthau Plan and putting the Marshall Plan in its place. But in the 80 or so years since then, the WASP elite has disappeared from the pages of history and any attempt to resurrect it is doomed. Carlson’s message to their much diminished spiritual heirs is exactly analogous to Satan’s attempt to rally the fallen demons in hell: “Awake, arise, or be forever fallen.†Considering Carlson’s father’s status in the CIA, it’s a noble expression of filial piety, but doomed to failure nonetheless because Protestants can’t come up with a remedy for the Satanic malady of non serviam which poisoned the wells of this republic at its founding.

Combine the disaffected OAS soldiers who tried to kill de Gaulle with Satan’s speech from Paradise Lost, which is America’s foundational document, and you have the key which unlocks the hidden grammar of Tucker Carlson podcast on America’s humiliation at the hands of the Iranians, who imposed the MOU on a defeated American Empire.

Tucker Carlson is full of rage, and rightly so, at the Jews who destroyed the American Empire which his father served so dutifully as head of Voice of America, which was the propaganda ministry for the CIA. Carlson’s repeated use of the word “we†when referring to that empire indicates that he takes America’s geopolitical decline personally, as do his followers.

But Carlson’s rage against Israel is tempered by America’s “need to project legitimate power around the world, in the Middle East specifically.†Carlson is the mouthpiece of the WASP faction in the Deep State which bitterly regrets allowing Israel to take charge of America’s foreign policy and lead America into the worst military defeat in its history. As he pointed out in his podcast, Carlson “received many texts today from those in government who are saying there is no way we can attain peace if we maintain this relationship with Israel.†Tucker Carlson’s attempt to rally what is left of the WASP deep state at the moment of the most humiliating defeat in American history is reminiscent of Satan’s speech in Paradise Lost, but it is also reminiscent of Bastien-Thiry’s attempt to turn back the clock and return France to the glories of its lost empire. Can Carlson’s irredentist MAGA 2.0 succeed where Trump’s original attempt to make America Great Again failed? Can Tucker create a secret army of true American patriots, who can defeat Israel and the Jewish traitors who have led us into this debacle? To his credit, Carlson knows that the military victory which Neocons like Mark Levin are proposing has no chance of success:

What’s the bold decisive action that is going to get us what we want? There is no answer. Half our THAAD batteries have been expended in seven weeks. . . . There are no options is the truth. . . . No one will admit that. The real goal is the Israeli goal. The Israeli goal is chaos. The real goal is Syria or Libya or Iraq or Somalia. The real goal is destruction for its own sake. That’s what they wanted in Iran. That’s the actual goal, but no one in this country will admit it. Their real goal is so ugly that they can’t say it out loud.

The Deep State has already tried the Bastien-Thiry option in Butler, Pennsylvania, where it failed by millimeters. Instead of calling for Trump’s assassination, Carlson is trying to turn him against the Jews who led America into this debacle and who are now upset at Trump’s defection from their cause. Carlson feels this is possible because:

Trump understands how shafted he got. He’s clearly bitter about it, and he understands further that in order to get out of this he has to make this deal, bad as it may be, and he knows that the only force that can keep this deal from happening is not the US congress; it’s the government of Israel. They will try to queer the deal. Trump knows that he has to diminish the moral authority of the state of Israel in order to keep going. And so amazingly he’s done that. Israel was not consulted during the negotiations which led to the MOU. They were handed a fait accompli which now specifies that they must withdraw from Lebanon. “I love them [Israel] as a partner,†Trump said after the fact, “but they could do better with Hezbollah,†prompting Carlson to opine, “We sent them a copy, bitch. That’s what that means.â€

“Your instinct,†Carlson continues, “is always to enjoy the suffering of the neocons, considering how much suffering they have imposed on the rest of us for the past 25 years. No group has done more damage to the United States. No group has come close to doing as much damage to the United States. So when you see them go totally bonkers and start rending their garments on Twitter I’m kind of enjoying this.

“The Israelis did this to themselves. In one of those ironies that define life, the war ended up radically diminishing Israel; radically strengthening Iran, which you consider the existential threat and you lost the only president you had full control over.

Hegel would call it “the cunning of reason,†which is how God acts in human history:

Cynical people in Washington are convinced that this cycle will continue. But it won’t. It may not end soon, but it will end. Because in one word, Gaza. It’s ethnic cleansing. It’s genocide That fact was so controversial in the United States that you couldn’t say that. You were the criminal The people committing murder were fine. The people complaining about it were the criminals.â€

When all is said and done, Carlson wants to preserve the American Empire by returning to the world of his father’s CIA generation, when Protestants ran the company. Episcopalians are not religious fanatics like Mike Huckabee, who attack apostates over things “like believing in the Resurrection but saying transubstantiation is tough for me.†Tucker is talking about himself here and why he won’t become a Catholic. In this he is like C.S. Lewis, who failed to convert in spite of J.R.R. Tolkien’s encouragement because of “Ulster prejudice,†according to his student Christopher Derrick.

If he swam the Tiber, Carlson would have to abandon usury, the Jewish sacrament, which he now promotes through “American Financing,†which “provides mortgage rates in the fives. So debt is tough, but there’s a smart way to do it, and there’s a reckless self-destructive way to do it, credit cards. And so we recommend American Financing. Carlson wants to give the disappearing American Empire a second chance by resurrecting the WASP ruling class which led it so successfully, at least in his mind, by doing things like overthrowing Mossadegh in 1953 and installing the Shah in his place. No, wait! That led directly to the current MOU debacle, didn’t it? No matter. He says this because “the professional class people,†i.e., the WASP elite which used to run the CIA in his father’s day “have always supported Israel.†Carlson has supported the CIA’s position on Israel “by r,ote,†which is not a compelling reason anymore.

Sensing this, Carlson called in the support of Piers Morgan, who tells him that “The people being targeted†as anti-Semites “are the more moderate people,†people like Morgan who has “always supported Israel’s right to exist as a basic right.†Morgan then picks up on the irredentism which is the hidden grammar of Carlson’s podcast by warning us about “the tentacles of Iran†spreading to groups like Hezbollah, which is currently defending Lebanon against Israeli aggression.

Irredentism is a political ideology or policy in which a state or ethnic group seeks to reclaim and annex territory from another state, based on historical, ethnic, cultural, linguistic, or national ties. It can also refer to a desire to return to a long-lost golden age or to preserve an age that is passing out of existence. I can understand why Tucker is in a state of mourning, but Jesus said “Let the dead bury the dead.†Empires rise and fall because they are human constructs based on greed and libido dominandi which flourish for a while but which cannot last forever. The Protestant empire known as America, which the Jewish professor from Yale David Gelernter called “the world’s fourth great religion,†expired under the burden of its wretched Satanic excess on June 19, 2026, just short of its 250th anniversary because the WASP elite could not preserve its original form as a republic. Irredentism cannot redeem it. Unfortunately, this memo has not reached those who have been appointed apologists for this wretched empire and still think it should be saved. In spite of their differences, the message of Piers Morgan is indistinguishable from that of Ben Shapiro, which is “That signing ceremony in Switzerland should be cancelled. It should not happen.†Piers concurs because “if the Iranians get $300 billion, what are they going to do with it? They are obviously going to replace all the military hardware that’s been destroyed, and I suspect that they will try to get the nuclear weapons that all of this was supposed to stop.â€

The real question is not whether Tucker Carlson still believes that “No one wants to destroy Israel.†The real question is whether God wants Israel destroyed because of the sins Tucker has enumerated in detail, and whether God is using Iran, as He has throughout salvation history, to bring about this end. 1. The United States of America and the Islamic Republic of Iran and their allies in the current war, by signing this MOU, declare the immediate and permanent termination of military operations on all fronts, including in Lebanon, and undertake from now on not to initiate any war or any military operation against each other, and to refrain from the threat or use of force against each other, and ensuring the territorial integrity and sovereignty of Lebanon. The final deal will confirm the permanent termination of the war on all fronts, including in Lebanon and other provisions of this paragraph.

2. The United States of America and the Islamic Republic of Iran undertake to respect each other’s sovereignty and territorial integrity and to refrain from interfering in each other’s internal affairs.

3. The United States of America and the Islamic Republic of Iran commit to negotiating and achieving the final deal in maximum 60 days, extendable with mutual consent.

4. Immediately upon the signing of this MOU, the United States of America will begin the removal of its naval blockade and any disturbances or impediments against the Islamic Republic of Iran, and will fully end the naval blockade within 30 days. During this period, the traffic of vessels will be in proportion to the numbers of pre-war traffic being restored by the Islamic Republic of Iran. The United States of America further undertakes to remove its forces from the proximity of the Islamic Republic of Iran within 30 days after the final deal.

5. Upon the signing of this MOU, Islamic Republic of Iran will make arrangements using its best efforts for the safe passage of commercial vessels with no charge for 60 days only from the Persian Gulf to the Sea of Oman and vice versa. The traffic of commercial vessels will immediately start and considering the need for removing the technical and military obstacles and demining by the Islamic Republic of Iran will be instated within 30 days. The Islamic Republic of Iran will conduct dialogue with the sultanate of Oman to define the future administration and maritime services in the Strait of Hormuz in discussion with other Persian Gulf states in line with the applicable international law and the sovereign rights of coastal states of the Strait of Hormuz.

6. The United States of America undertakes with regional partners to develop a definitive mutually agreed plan with at least USD $300 billion for the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for the implementation of this plan will be finalized as part of the final deal within 60 days. All required licenses, waivers and permissions needed for the relevant financial transactions will be granted by the United States of America.

7. The United States of America undertakes to terminate all types of sanctions against the Islamic Republic of Iran, including the United Nations Security Council resolutions, IAEA Board of Governors resolutions, and all unilateral U.S. sanctions, primary and secondary, in an agreed-upon schedule as part of the final deal. The Islamic Republic of Iran and the United States of America acknowledge the critical importance of the sanctions termination issue above mentioned, and express their intentions to immediately address these issues in the negotiations in order to achieve mutual agreement on them.

8. The Islamic Republic of Iran reaffirms that it shall not procure or develop nuclear weapons. The United States of America and the Islamic Republic of Iran have agreed to resolve the disposition of stockpiled enriched material, pursuant to a mechanism that will be mutually agreed upon in accordance with the schedule mentioned in paragraph seven, with the minimum methodology to be down-blending on site under the supervision of the IAEA. The two parties also agreed to discuss the issue of enrichment and other mutually agreed matters related to the Islamic Republic of Iran’s nuclear needs, based on a satisfactory framework being agreed upon in the final deal. The final deal will confirm the provisions of this paragraph. The United States of America and the Islamic Republic of Iran acknowledge the critical importance of the nuclear issues above mentioned, and express their intention to immediately address these issues in the negotiations in order to achieve mutual agreement on them.

9. Pending the final deal, the United States of America and the Islamic Republic of Iran agree to maintain the status quo. The Islamic Republic of Iran will maintain the current status quo of its nuclear program, and the United States of America will not impose any new sanctions, and will not deploy additional forces in the region.

10. The United States of America undertakes that immediately upon the signing of this MOU, and until the termination of sanctions, the U.S. Department of Treasury will issue waivers for the export of Iranian crude oil, petroleum products and derivatives, and all associated services, including banking transactions, insurances, transportation, etc.

11. The United States of America undertakes to make fully available for use the frozen or restricted funds and assets of the Islamic Republic of Iran upon the implementation of this MOU. The United States of America and the Islamic Republic of Iran will mutually agree on the procedures related to the release of these funds during the negotiations. Such funds, whether retained in the original account or transferred, shall be made fully usable for payment to any ultimate beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States of America undertakes to issue all necessary licenses and authorizations accordingly.

12. The United States of America and the Islamic Republic of Iran agree that an executive mechanism will be established to monitor the successful implementation of this MOU and the future compliance of the final deal.

13. After signing this MOU and subject to the beginning of the implementation of paragraphs 1, 4, 5, 10, and 11 of this MOU, and the continuing implementation of these measures, the United States of America and Islamic Republic of Iran will start negotiations regarding the final deal exclusively on the other paragraphs.

The final deal will be endorsed by a binding UNSC resolution.
