On 10 July 2026, the 13th round of Interagency Consultations between the Russian Federation and the IAEA on nuclear safety and security of the Zaporozhskaya NPP (ZNPP) took place in Kaliningrad. ROSATOM Director General Mr. Alexey Likhachev and IAEA Director General Mr. Rafael Grossi headed the delegations.
On the Russian side the delegation included Head of Rostechnadzor (Russian nuclear regulator) Mr. Alexander Trembitsky, Permanent Representative of the Russian Federation to the International Organizations in Vienna Mr. Mikhail Ulyanov, as well as representatives of the Ministry of Foreign Affairs of Russia, of the Radiation, Chemical, and Biological Protection Troops of the Russian Armed Forces, and Rosgvardia (the Russian National Guard Troops Service).
The consultations were focused on nuclear safety and security of the Zaporozhskaya NPP. Mr. Alexey Likhachev emphasized that since the end of April, there has been a sharp escalation of attacks of the armed forces of Ukraine on the ZNPP, the city of Energodar, and the surrounding areas. The Ukrainian side is increasing its intimidation tactics, which, in particular, are aimed against the employees of the ZNPP, and thus directly affect its safety and security. Since the beginning of the escalation Ukrainian attacks have killed 7 people, including one employee of the plant, and injured 40 people.
In this regard, Mr. Alexey Likhachev once again called on the IAEA to give a public evaluation of the relentless crimes committed by the Kiev regime against the Zaporozhskaya NPP. He stressed that with no condemnation or dared criticism, Kiev will be taking ever more reckless actions.
With power supply being restored to the Zaporozhskaya NPP, ROSATOM Director General noted the enormous work done in recent weeks by the Russian Ministry of Defense, the Rosgvardia Troops Service, and Rosseti specialists, together with the plant’s staff, to repair the high-voltage line “Dneprovskaya”. However, the Ukrainian side has yet to restore power to the repaired line.
Besides, the continuous presence of the IAEA experts at the plant, their regular rotations, including concrete steps to improve the effectiveness of the information coverage of the actual situation at the ZNPP and in Energodar, were also among the issues discussed at the meeting.
The parties confirmed the importance of maintaining a constant dialogue on topical issues.
