ERC-8404: Recomputable Verification Receipts

Merged — thank you. The Judge Protocol ERC-8183 ruling profile is now part of the RVR repository.
It was independently reviewed at the exact PR head: the imported package is byte-identical to upstream 96cb047, all committed identities match, the profile and repository gates pass, and all 112 mutation controls are killed.
This lands as external implementation evidence for ERC-8404 without widening the core: the deterministic checks are re-derived from the committed snapshot and deliverable, chain canonicality remains explicitly outside the proposition, and the recorded verdict is compared against the derivation rather than trusted.
