Carter Farmer will be named the new federal chief information officer.

Multiple sources confirmed that President Donald Trump is planning to appoint Farmer, who spent the last 16 months as the CIO at the Environmental Protection Agency.

Multiple requests for comment to the Office of Management and Budget were not returned.

FedScoop first reported that Carter would be the new federal CIO.

Farmer would replace Greg Barbaccia, who left in August after 19 months in the role.

Before joining EPA, Farmer spent seven years at the U.S. Institute for peace where he was the director of IT systems and solutions. He also worked in technology roles at Amtrak, Telarix, a voice and messaging company, and Digital Intelligence Systems (Disys), a technology consulting firm.

As Farmer takes over the top technology role in government, the Trump administration has laid out several IT priorities, including improving digital services for citizens, expanding the use of Login.gov across the government and driving increased use of artificial intelligence to meet mission needs. Barbaccia had also made transforming the authority to operate (ATO) process, refreshing the IT dashboard and continuing to hire new IT workers among his top priorities.

OMB recently named Thomas Flagg as the new deputy federal CIO, meaning with the addition of Farmer, there will be total new leadership over federal technology at OMB.

EPA posted a vacancy for its CIO position on Sept. 28. Applications are due by Oct. 13. The person also will be EPA’s chief artificial intelligence officer. Jennie Campbell is EPA’s deputy CIO, but it’s unclear if she is now acting CIO.

EPA’s vacancy adds to a growing number of open CIO or deputy CIO positions. According to USAJobs, there currently are openings for a CIO at the Homeland Security Department and for the Marines Corps, for deputy CIO roles at the Department of Health and Human Services, the National Nuclear Safety Administration and Treasury’s Bureau of Fiscal Service and an assistant CIO at NOAA. Additionally, the Interior Department and FEMA are hiring new chief information security officers.

Additionally, the departments of Veterans Affairs, Transportation and HHS as well as the Army also don’t have permanent CIOs.
