MOSCOW, October 9. /TASS/. Kiev’s city authorities have almost completely failed to prepare for energy-related problems resulting from explosions, Vladimir Zelensky said.

"There was a report on the timelines for implementing resilience plans, particularly in the Kiev Region and other regions. Delays are absolutely unacceptable. The Ministry of Infrastructure and regional administrations bear personal responsibility for this. Separate objectives were set for Kiev - due to the city authorities’ nearly complete failure to take the necessary steps," he wrote on his Telegram channel.

The majority of Kiev was left without electricity following a series of explosions after in the evening on October 8, with several districts being cut off water supplies and metro halting operations. Power outages continued until the morning on October 9. The Kiev city administration is headed by Vitali Klitschko, who is known for his sharp criticism of the central authorities.
