The state Office of the Inspector General has released new details about what led up to a Middletown homicide suspect being shot by police in Hartford earlier this week.
Investigators said police were searching for 43-year-old Barrington Brown, who was wanted in connection with the fatal shooting of a woman at the Northwoods Apartments in Middletown on Tuesday.
According to the report, a Flock license plate reader alerted West Hartford police to Brown’s Subaru Outback around 10:48 p.m. Officers located the vehicle near New Park Avenue and Oakwood Avenue and attempted to stop it, but Brown fled, leading police on a pursuit into Hartford. Stop sticks were deployed, but the vehicle continued east on Flatbush Avenue and Hartford officers joined the chase.
As the pursuit continued, investigators said Brown opened the driver’s door twice and fired three shots at a West Hartford officer. After the third shot, the report says the officer returned fire through the windshield of a police cruiser. Brown then reportedly abandoned the vehicle and ran between two homes on Flatbush Avenue.
Police said Brown jumped a fence and approached a running Acura occupied by a 17-year-old and a 19-year-old. Investigators said he displayed a handgun and ordered them out of the car. While the teens were trying to get out, the 17-year-old suffered a superficial gunshot wound to the buttocks. He was treated for his injuries at Connecticut Children’s.
Authorities said it’s unclear whether the teen was struck by a bullet fired by Brown or by police.
Brown then got into the Acura and attempted to drive away, according to the report. Three West Hartford officers opened fire and he was struck in the shoulder. Investigators said Brown then got out of the vehicle, raised his hands and surrendered. A handgun was reportedly later recovered near the vehicle.
Brown was taken to Hartford Hospital for treatment before being arrested and arraigned on charges related to the Middletown homicide.
No officers were injured. The investigation remains ongoing.
