  • Tesla says it is pausing sales of its base Model 3 Premium EV in Canada
  • Until recently, the model, imported from China, was priced at $39,490
  • Company says issue is “exhausted import quota”; pundits say that doesn’t make sense

Tesla has been advertising its entry-level Model 3 Premium at the reduced sum of CDN$39,490 since May 2026, a price-point made possible by tough competition and various tariff situations. But the company pulled that model from its Canadian retail website mid-October — and the explanation why stinks to high heaven.

According to Tesla’s own site, screencapped below, the Model 3 in Premium trim with a rear-wheel-drive powertrain is presently unavailable to order. A banner atop the site claims that “Model 3 Premium orders paused after high demand exhausted Tesla’s import quota. Ordering resumes if Govt of Canada issues more quota, expected March 2027.”

Thing is, as several pundits have already pointed out, this so-called reason doesn’t exactly pass the sniff test. Anyone following the industry knows allocations from Canada’s allowance of 49,000 Chinese-built vehicles permitted into our country are doled out on a first-come-first-served basis, and not on a per-manufacturer quota system. In fact, government documents reveal only 32.5% of the year’s quota has been consumed to date (15,391 vehicles out of 49,000).

Phrased another way, since unused quota from the first half of the year rolls into the second – with a new year starting March 2027 – and only 328 Chinese EVs were imported in September, statisticians could say only one per cent (328 of the remaining 33,069 cars allowed this year) have been imported in the back half of this annum. And Tesla is claiming it’s out of quota. Hmm.

The slightly confrontational tone of Tesla’s website banner accusing the Canadian government of throttling sales isn’t a surprise; after all, the automaker’s CEO is known for being, ahem, temperamental, not to mention the fact he literally advocated just last week for three provinces to separate from Canada. However, while those in the know are familiar with how Ottawa’s quota system for the import of Chinese vehicles works, the general public probably does not, and so could be susceptible to believing Tesla’s rationale without question.

Or – and this is a shot in the dark, but one worth considering – it is entirely possible Tesla has spilled the beans on Ottawa’s new plan for how it allocates these import licenses. The government did say it would be reexamining the first-come-first-serve approach late in 2026, and it may have indeed decided to divvy up the allocation between different brands instead of letting one (ahem, Tesla, ahem) hoover up most of the spoils. And before we are accused of anti-Tesla bias, recall the company did exactly that when it moved to scoop up just about all the government EV rebates back in the waning days of the old iZEV program, leaving other brands out in the cold.

What’s more, Global Affairs hasn’t updated its import data in a couple of weeks (in contrast to its prompt updates earlier this year) and that development could also point to changes in the works. We’d reach out to Tesla itself for comment except, of course, the automaker hasn’t had a press relations department for years.
