Feature request: HTML enhancements for modals + new tooltip element

While it’s nice to have a standard API for this, it does seem a little low priority from my standpoint to rewrite some of our toggleables. I will certainly add it to our tracker behind the scenes, but I think I’ll have to hold off till it makes sense to in the future. Have a great day.
