There have been estimates that the move will add £3,300 to the price of a semi-detached, and £4,000 to a detached.

However, supporters argue that it can cut bills for householders and pay for itself within four years.

The government, which has set a target of building 1.5 million new homes by the end of the Parliament, has decided the rules are essential to decarbonise the electricty grid by 2030, according to the Times. 

The details have surfaced as Labour descends into bitter infighting in the wake of Tony Blair extraordinary attack on 'unrealistic' Net Zero targets.

Keir Starmer has tried to paper over tensions by insisting the ex-PM is 'absolutely aligned' with government policy - despite warning that a strategy based on phasing out fossil fuels in the short term or limiting consumption was 'doomed to fail'.

A senior Government source said the reports on solar panel requirements were 'speculation at this stage'. 

The so-called Future Homes Standard regulations is due to be unveiled 'soon', billed as ensuring that properties are 'highly efficient' and do not have fossil fuel boilers by 2030. 

The latest version of the blueprint could see four-fifths of new homes required to have solar panels covering 40 per cent of their footprint.

Another 19 per cent would have looser rules owing to issues such as roof pitch, orientation and shading. 

Just 1 per cent of new homes would be exempted from having panels. 

'We believe this proposal has the benefits of ensuring that the majority of new homes will be built with solar panels but that there is flexibility for legitimate cases when reduced or no solar panel coverage is appropriate,' officials said in a rapid consultation to builders.

A Ministry of Housing spokesman said: 'The Future Homes Standard will be published later this year.

'We have always been clear that we want solar panels on as many new homes as possible, because they are a vital technology to help cut bills for families, boost our national energy security, and help deliver net zero.

'Through the Future Homes Standard we plan to maximise the installation of solar panels on new homes, as part of our ambition to ensure all new homes are energy efficient, and will set out final plans in due course.'
