People's experience of care was mixed

A Cambridgeshire care home where things are reportedly "getting worse" has been rated as "requires improvement" by a watchdog. The Care Quality Commission (CQC) carried out an inspection on Oakleigh Residential Care Home in Alconbury Weston, Huntingdon, between May 28 and June 11.

Inspectors carried out the unannounced "comprehensive" inspection in response to concerns about the quality and safety of care provided at the service. The inspection determined multiple breaches of regulations in relation to person-centred care, dignity and respect, consent, safe care and treatment, and governance arrangements, according to a CQC report.

CQC said that "risks to people’s health, safety and wellbeing were not consistently managed in line with their assessed needs and preferences".

The report added: "Governance systems were not always effective in identifying, monitoring and addressing concerns in a timely way, and the service continues to demonstrate weaknesses in oversight and quality assurance arrangements."

A spokesperson for Oakleigh Residential Home said: "We recognise the findings of Care Quality Commission on their recent inspection and take their feedback very seriously. We are very sad and disappointed to see the outcome even after we put much effort to improve the service, however we respect the CQC's role in helping providers continuously to improve the quality of their service."

Overall, the care home was rated as requiring improvement in the categories: overall, safe, effective, responsive and well-led. Oakleigh Residential Care Home provides accommodation and personal care for older people, including people living with dementia. At the time of the inspection, 21 people were living at the service.

People's experiences of care were mixed. One relative told CQC: "The staff are lovely and do their best". Another said "we looked around many care homes, and this one was the best for us, the staff are caring".

However, inspectors identified some people who did not always experience care that was "consistently person-centred, dignified or responsive to their individual needs". Some relatives raised concerns about the consistency of care, staffing pressures and communication. One relative told CQC: "It's like things are getting worse".

During the inspection, CQC found people could not always be assured they would receive care and support in line with their assessed needs, preferences and wishes.

Some people claimed they were "bored and did not have enough meaningful opportunities to take part in activities that reflected their interests and preferences", according to the report. The report added: "Residents and relatives described limited engagement at times, which affected people's wellbeing and quality of life."

The spokesperson continued: "We have submitted a comprehensive action plan addressing all the issues identified and have made significant improvements on them as well. We have appointed a strong manager with many years of experience in nursing homes who also have turn around experience to provide strong leadership, implemented additional governance and quality assurance by strengthened oversite on care planning and risk management.

"We are engaged with CQC as well as local authority in promoting the quality and wellbeing of our residents. We will be continuing to monitor and review our progress to ensure sustained improvement."
