Not entirely ...somewhat correct. It all depends on the authority matrix and the assigned roles/permissions. So can Team Members add other members to the folder/project?  Yes if they have been given the necessary privileges to do so...
 
Below is a brief summary of the authority matrix / organizational hierarchy of a typical Account:
 
Account Admin can assign/delegate Account Administration role to other members 
Project Admin (assigned by the Account Admins) can also assign/delegate Project Administration role to Team Members - those are also known as Team Admins or Folder/Project Controllers (ie: they are basically Project Admins with limited liability)
Team Admins are Team Members who are granted project/folder control permission. They can carry out tasks within that folder that are usually restricted to the project administrator. This includes:
creating title blocks,
adding project members,
managing permissions,
editing set assignment.  
Team Members - the access of a team member is usually limited to the below, unless granted extra privileges'/permissions by the above they commissioners
View only
View + Download
Upload only (those do not see the folder contents)
View + Download + Upload
View + Download + Upload + Edit
