Further costs associated with Redcar and Cleveland Council plans to move a coastal road further away from an eroding cliff edge have been mapped out.

The scheme, for Cowbar Lane, in Cowbar, a tiny settlement close to Staithes, is to be delivered in phases and is part of a 'managed retreat’ coastal strategy recommended for the area.

Engineering consultants AtkinsRealis, who will act as project manager and advise on the design of a new section of road, the relocation of any utilities and the demolition of a home which will make way for the realignment, have now provided an updated budget projection for their involvement in phase one of the works amounting to £210,377.

Previously only £60,181 had been allocated by the council towards pre-construction activities with cabinet papers stating it was “not previously possible to provide budget certainty…due to the need for sequential surveys within an urgent procurement process”.

The council has warned the cliff face in this location is of imminent risk of collapse having suffered “progressive erosion from direct wave attack and heavy rain triggering slips and mudslides” and a section of the road near to the edge has already been fenced off to prevent access by the public. A previous re-alignment scheme took place in the 1980s.

Cowbar Lane, a narrow road, provides the only vehicle access to a small hamlet of cottages in Cowbar, but also further properties on the north side of Staithes Harbour, which include a RNLI lifeboat station and a pumping station belonging to Yorkshire Water. It also forms part of the Cleveland Way and is a national cycle network route.

While work on the scheme is slated to start in winter 2026, it remains subject to funding being secured and the necessary permissions required.

A further report for council cabinet members said the coastal strategy recommended for adoption initially explored more than 20 various options, concluding that a three phased road realignment was the preferred economic and environmental option and also technically feasible. It said phase one required an estimated budget of £1.8m.

Outlining how it would be potentially funded, the report said: “Officers have commissioned an outline business case to support funding applications to external stakeholders, including the Environment Agency (EA). Initially, applications will be made to the EA’s Grant in Aid and Local Levy funding streams.”

The report added: “Under the strategy the council will maintain a commitment to the delivery of phases 2 & 3, where the road will be realigned sequentially in future phases (due in years 2049 & 2074). A merit of this approach is that it allows the maximum number of residents more time to live in their homes before it is time to move.

“The timescales and scheme costs remain subject to change in response to future erosion along with funding opportunities and stakeholders contributions.”

A weekly monitoring regime for Cowbar Lane is said to be in place looking for signs of “tension cracking and rotational slippage”, while additional signs warning road users of an existing three tonne weight limit have also been put up. The council has described the deterioration as "one of the most significant infrastructure challenges facing the authority over the coming decade".
