The only thing that I can think of which could be holding this up is that for some reason Videos in Stream are not within the bounds of the Labels / Digital Rights Management tools that you can apply to SharePoint / Teams files. 
Yes - this is exactly what I thought too.  SharePoint Video was, presumably, based on a SharePoint back end, but Stream seems to have a new backend so I suspect you're right!
