Your file has default component / body / sketch names, the file has 2 body1 objects.Please be specific. I can reproduce the top pic, with visibility controls. It appears that you may be trying to cut body 1 (green base feature) and the brown plate, with a body face in Component 1. I can cut both here, the 2 bodies overhanging are hidden. Might help...
