Loud cheers were made by dozens of Derby residents when plans for a "large scale" housing block on a city street were refused.
The public gallery at Derby City Council's chamber was packed on Thursday night (July 16) when councillors were weighing up controversial plans to build a three-storey house of multiple occupation (HMO) on Middleton Avenue in Littleover.
A decision was deferred last year after fears were raised the rooms inside the new building were "too small" and not suitable for future occupiers.
Following the meeting, revised plans were submitted which involved changes being made to the size and layout of the building proposed to be close to the area's shopping precinct.
The original plans were for a total of 23 people to be living in the "large-scale HMO" of 17 bedrooms.
However, the revised proposal meant a reduction of occupants from 23 to 21. But a total of 17 bedrooms remained proposed.
The original plan divided the building into three different sections of shared living space. But the changes would see the development operate as a single shared unit of accommodation across all floors.
Derby City Council planning officers recommended councillors to approve the revised application, stating it would deliver much needed residential accommodation within the city.
Officers believed the proposal was an "acceptable form of sustainable development" and benefits of housing would "outweigh adverse impacts".
But it was heard at the meeting how concerned residents and councillors were not convinced by the changes and fears of massing and poor quality living remained.
Loud cries of "turn it down" were heard while the discussion was taking place.
Speaking to the committee, two residents urged councillors to refuse the planning application before getting a round of applause.
One of them, Nick Bush, said the plans were a "massive overdevelopment" for the area.
He said: "A new set of plans [have been made] which can be best described as the same but different.
"It really isn't solving any problems. It's just replacing one problem with a different set of problems.
"No more chances, it is time to finally say 'no' to this development. "
Littleover councillor Emily Lonsdale also raised concerns to the committee.
She said: "Having 21 people in such a small space with so small living areas is just going to be horrible.
"Think about the weather we've just been experiencing – what's it going to be like living on the third floor with no real outside space?
"It's not appropriate for Littleover, it's not appropriate for Derby."
The planning committee echoed residents' concerns and those of Councillor Lonsdale.
Councillor Sue Bonser said: "I've had a really good look at this application. I am dismayed it has been brought back to us with little changed.
"I've got serious concerns with the massing effect of this proposal. I know they [the rooms] meet the council's minimum standards but is that good enough? I don't think it is good enough."
Councillor Sara Bolton said: "This first came to us last July. It's taken nearly a year to do very little in my view.
"I do appreciate we need more social housing but in this case I think this is purely for profit only. They are not thinking about the people who are going to be living in this building."
The plans were then refused which was greeted with loud cheers and applause in the public gallery.
