8th Pay Commission update

The 8th Pay Commission is working on revising the salaries of central government employees, and the increase may not be limited to basic pay alone. Since House Rent Allowance (HRA) is calculated as a percentage of the basic pay of an employee, any upward revision in salaries through a higher fitment factor would automatically lead to a higher HRA.

HRA for different cities under 7th Pay Commission

During recent consultations and memorandum submissions, several central government employee bodies sought an increase in HRA rates from the current 30% (X cities), 20% (Y cities) and 10% (Z cities). Since HRA is calculated as a percentage of basic pay, any increase in basic salary under the 8th Pay Commission will automatically raise HRA.

Under the 7th Pay Commission, HRA rates were initially 27% (X), 18% (Y) and 9% (Z). These were revised to 30%, 20% and 10%, respectively, after Dearness Allowance (DA) reached 50% in January 2024.

For a Level 4 central government employee with a current basic pay of Rs 25,500, the estimated revised basic pay under 2.0-2.57 8th Pay Commission fitment factors could be in the range of Rs 51,000 to Rs 65,530.

At a 2.0 fitment factor, the revised basic pay would be Rs 51,000, with the monthly HRA estimated at Rs 15,300 for X-class cities (30%), Rs 10,200 for Y-class cities (20%), and Rs 5,100 for Z-class cities (10%).

If the fitment factor is 2.1, the revised basic pay may increase to Rs 53,550, taking the HRA to Rs 16,060, Rs 10,710, and Rs 5,360 for X, Y and Z cities, respectively.

At a 2.28 fitment factor, the revised basic pay is estimated at Rs 58,140, with HRA rising to Rs 17,440 for X cities, Rs 11,630 for Y cities and Rs 5,810 for Z cities.

If a 2.57 fitment factor is implemented, the revised basic pay could reach Rs 65,530, resulting in an estimated monthly HRA of Rs 19,660 for X-class cities, Rs 13,110 for Y-class cities and Rs 6,550 for Z-class cities.

For a Level 5 central government employee with a current basic pay of Rs 29,200, the estimated revised basic pay under 2.0-2.57 8th Pay Commission fitment factors could range from Rs 58,400 to Rs 75,040.

At a 2.0 fitment factor, the revised basic pay would be Rs 58,400, with the monthly HRA estimated at Rs 17,520 for X-class cities, Rs 11,680 for Y-class cities and Rs 5,840 for Z-class cities.

If the fitment factor is 2.1, the revised basic pay may increase to Rs 61,320, taking the HRA to Rs 18,400, Rs 12,260 and Rs 6,130 for X, Y, and Z cities, respectively.

At a 2.28 fitment factor, the revised basic pay is estimated at Rs 66,580, with HRA rising to Rs 19,970 for X-class cities, Rs 13,320 for Y-class cities and Rs 6,660 for Z-class cities.

If a 2.57 fitment factor is implemented, the revised basic pay could reach Rs 75,040, resulting in an estimated monthly HRA of Rs 22,510 for X-class cities, Rs 15,010 for Y-class cities and Rs 7,500 for Z-class cities.

For a Level 6 central government employee with a current basic pay of Rs 35,400, the estimated revised basic pay under 2.0-2.57 8th Pay Commission fitment factors could be in the range of Rs 70,800 to Rs 90,980.

At a 2.0 fitment factor, the revised basic pay would be Rs 70,800, with the monthly HRA estimated at Rs 21,240 for X-class cities, Rs 14,160 for Y-class cities and Rs 7,080 for Z-class cities.

If the fitment factor is 2.1, the revised basic pay may increase to Rs 74,340, taking the HRA to Rs 22,300, Rs 14,870 and Rs 7,430 for X, Y, and Z cities, respectively.

At a 2.28 fitment factor, the revised basic pay is estimated at Rs 80,710, with HRA rising to Rs 24,210 for X-class cities, Rs 16,140 for Y-class cities, and Rs 8,070 for Z-class cities.

If a 2.57 fitment factor is implemented, the revised basic pay could reach Rs 90,980, resulting in an estimated monthly HRA of Rs 27,290 for X-class cities, Rs 18,200 for Y-class cities and Rs 9,100 for Z-class cities.

Note: These are illustrative estimates based on the assumed fitment factors, and the final HRA will depend on the recommendations of the 8th Pay Commission and the government's approval.
