Today, California Attorney General Rob Bonta, along with a coalition of 12 state attorneys general from Arizona, Colorado, Connecticut, Massachusetts, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, and Washington, announced a lawsuit against the Paramount Skydance/Warner Bros. Discovery merger. Oregon is set to have a press conference later today. Read the full press release here.

This proposed $110 billion merger, the largest in Hollywood history, would extinguish competition between Paramount and Warner Bros. and inflict substantial harm on movie theaters, basic cable distributors, and, ultimately, audiences nationwide.

The lawsuit argues that a merger of this magnitude would substantially reduce jobs and wages for film and television workers, raise prices for consumers, and concentrate control over what Americans watch in fewer hands than at any point in the modern history of the industry. It “requests the court to permanently enjoin Paramount’s proposed acquisition of Warner Bros. and the entry into or carrying out of any other transaction by which control of the assets or businesses of Paramount and Warner Bros. would be combined.”

“Permanently enjoin” is asking for a permanent block, not damages or conditions.

The #BlockTheMerger campaign continues to grow as leading voices across the globe speak out about their concern about the merger’s harm to free speech, independent journalism, creative competition, and industry jobs. Lisa Nandy, the UK Secretary of State for Culture, Media and Sport, has announced she is “minded to” intervene in the Paramount/WBD merger on public interest grounds.

A merger this size narrows the space they have to work in and the audiences they can reach. We’re grateful the attorneys general refused to treat that as the price of the deal,” said Dominic Willsdon, Executive Director of IDA.

More than 1,000 film and television professionals—among them prominent documentarians Alex Gibney, Davis Guggenheim, Laura Poitras, Liz Garbus, and Kirsten Johnson—have signed an open letter opposing the Warner Bros./Paramount merger. IDA was part of the coalition that organized the letter, and we stand in solidarity with this coalition.

IDA has opposed the consolidation of Warner Bros. Discovery since October 2025, when the first acquisition proposals emerged. Our opposition has deepened as the deals have evolved. In our March 3 statement, we named what is now at stake: not only the loss of two of the most significant platforms for documentary film, but the concentration of editorial power in the hands of an entity with close and demonstrable ties to the federal administration—creating conditions in which political pressure can determine what gets made and seen.

None of this is inevitable. The merger is not yet approved, and state attorneys general—particularly in California and New York—have real power to investigate and challenge it. We urge them to use it.

For documentary filmmakers, the consequences are concrete, beyond the U.S. borders. Warner Bros. Discovery and Paramount Skydance’s many commissioning and distribution pipelines are among the most significant for independent nonfiction. A merged entity under this ownership would not only control platforms like HBO Max and Paramount+, but also the underlying archive infrastructure— CNN Collection and CBS News—that documentarians depend on to tell stories about American and world history.

A merged entity of this scale would dominate production, distribution, and streaming, squeezing out independent voices, reducing audience choice, and driving up costs. History shows that consolidation at this level leads to content being locked down and power shifting decisively away from creators and consumers.
