Francesca Albanese said an international protection force in the West Bank, East Jerusalem and Gaza is ‘absolutely urgent’

UN special rapporteur for Palestine Francesca Albanese has called for the deployment of an international protection force in the Palestinian territories in response to a rise in attacks by Israeli settlers.

“An International Protection Presence in West Bank/east Jerusalem and Gaza is absolutely URGENT,” Albanese wrote in a post on X on Monday.

“Third states have an obligation, per the ICJ, to act to end Israel’s unlawful occupation,” she said, using the acronym for the Hague-based International Court of Justice. She called on the offices of the UN secretary-general and the General Assembly to help bypass what she described as the “paralysis” of the organization’s Security Council, where the US has vetoed multiple resolutions critical of Israel.

Israeli settlements in the West Bank are considered illegal under international law by the UN and most of the international community. Israel disputes this position. The settlements are also widely viewed as an obstacle to establishing a viable Palestinian state. In 2024, the ICJ issued an advisory opinion saying Israel should end its occupation of Palestinian territory “as rapidly as possible.”

On Sunday, the EU’s top diplomat, Kaja Kallas, condemned Israel’s plan to build more than 1,200 housing units under the E1 settlement project, saying it would “divide the West Bank in two, isolating East Jerusalem, and further eroding the viability of a two-state solution.”

Israel has taken an increasingly hawkish stance since the war in Gaza began with a Hamas attack in October 2023, with Prime Minister Benjamin Netanyahu saying last year that “there will be no Palestinian state to the west of the Jordan River.” More Israeli outposts have since been approved in the West Bank, which far-right Israeli Finance Minister Bezalel Smotrich hailed as “a revolution” in settlement expansion.

Settler violence has also surged. There were about 190 attacks against Palestinians per month in the first months of 2026, according to UN data cited by The Guardian. A 17-year-old Palestinian was killed and another wounded by gunfire on Friday during an altercation with settlers.
