(LifeSiteNews) — An explosive 73-page report on Ontario’s public schools as a “pipeline” into medical gender “transitioning” was published this month by Waterloo parent David Todor. The review details three key findings:

• School-based policies may act as entry points into broader medical pathways for minors,
• Parents and educators raising concerns may face institutional resistance or exclusion,
• Oversight bodies may prioritize procedural closure over direct investigation.

As Melanie Bennet of Juno News summed it up: “A four-year review of Ontario school policy, hospital intake rules, and outside groups operating in classrooms documented school secrecy and a school-to-gender clinic referral pipeline.” The report covers from 2022 to 2026.

Some of the revelations in this report will not be new to regular readers of this blog. In 2024, the National Post published a 5,000-word investigation into Ontario public school policies that directed staff to deliberately keep parents in the dark as children were “socially transitioned.” The investigation featured interviews with ten families, half of whom were kept in the dark as their children were socially transitioned “without their knowledge or consent.”

“All the parents said they faced major obstacles with school board policies that kept them out of the private lives of their minor children,” National Post reported. “In Ontario, many school boards, including some of the province’s largest, require a minor’s consent before disclosing to parents and guardians when their child begins socially transitioning.”

Todor’s report affirms these findings, and takes them a step further. Ontario schools, Todor writes, facilitate “the normalization of gender identity concepts through curriculum content, school events, visual messaging, and student surveys that collect personal, demographic, and psychological information,” through activities that “are framed within school initiatives promoting inclusion and diversity.”

Todor highlighted “the integration of third-party activist organizations into school environments,” some of which “provide identity-affirming education, workshops, resources, and guidance to students, often presenting gender identity exploration and transition pathways as supportive or affirming options.” Groups such as OK2BME and Get REAL (which has distributed breast binders and “packers,” which are prosthetic genitals) are brought in to teach children.

The most disturbing part of the report details the ways that students are directed to “psychological services, hormone treatment, or surgical interventions through external healthcare systems.” Todor notes that this can occur “without parental knowledge or direct involvement” – and reveals that the Children’s Hospital of Eastern Ontario’s website states that guidance counselors may refer “patients” to the Gender Diversity Clinic:

You can make an e-referral using Ocean, or meet with your family doctor, pediatrician or school guidance counsellor, etc. and ask them to send in a referral.

Todor highlighted the risk of school-administered student surveys that explicitly ask children about their “gender identity” and “sexual orientation”; when he asked that his child be exempted from a Waterloo region survey, he was referred to the Ministry of Education – and stonewalled.
