I have always believed that what is happening there is that when two ideas are merged, this will happen.  Not necessarily just if an idea has been archived.  But I definitely could be wrong about that.  Perhaps @kimberly_fuhrman-jones can lend some insight into this?  I definitely agree that more pertinent info regarding why we cannot see that page would be good.
