Move "new idea" button up so users can actually find it

Move "new idea" button up so users can actually find it
 
The "new idea" button is buried down on the page where it is hidden.
The placement is illogical an not intuitive. 
This needs improvement.
I had to zoom out to 33% on this page, just to be able to show where it is currently.
