Apply Lead & Lag Time Logic to Previous Handoff Function

The current Previous Handoff function in ACC Build Plans does not support lead and lag time logic. This limits the ability to auto‑populate standardised templates from milestone dates and prevents accurate sequencing of activities. Without this functionality, project teams must manually adjust timelines, which reduces efficiency and consistency.
