'Unacceptable': Chowchilla prison failed to protect women inmates, federal officials say

The U.S. Department of Justice has found that California's Central California Women's Prison and the California Institution for Women violated inmates' constitutional rights through systemic failures to prevent staff sexual abuse and harassment.
