OpenAI announced on 18 August that ChatGPT Ads goes live in 31 European markets on Monday, 24 August. Germany, France, Italy, Spain and the Nordic countries are all on the list. When we last checked where the ads had reached in early August, none of them appeared in OpenAI's own country table.

The announcement does not spell out which 31 markets it means. The help center table does. Exactly 31 European entries sit at "Coming Soon": the 27 EU member states plus Iceland, Liechtenstein, Norway and Switzerland.

Only Free and Go accounts see ads

Ads appear on the Free and Go plans only. Plus, Pro, Business, Enterprise and Edu stay ad-free. The units sit below a response, carry a sponsored label and are kept visually separate. Temporary Chats show no ads, and neither does the ChatGPT Atlas browser during the test. Accounts that OpenAI judges to belong to someone under 18 are excluded too, which relies on the same age prediction that started rolling out worldwide on 18 August.

There is nothing to consent to yet

Several European reports frame Monday as an opt-in launch where users have to agree to personalization first. That only tells half the story. OpenAI's own FAQ says: "Personalized ads are not initially available in the European Economic Area (EEA) or Switzerland." So on Monday there is no personalized advertising in the EEA or Switzerland, which means there is nothing to agree to.

What decides which ad you see is the conversation you are having, plus rough location and language. Earlier chats, saved memories and ad history stay out of it. Consent becomes relevant only when OpenAI adds personalization as a second step, and users in the EEA are already being notified about changed privacy terms.

The real off switch sits in the free plan

If you want the ads gone without paying, there is a route that most reports skip. Under Settings, then Ads controls, "Change plan to go ad-free" moves you to an ads-free version of the free tier. You pay for it with fewer messages per day and fewer tools, and OpenAI names image generation and deep research specifically. Hit a limit and you get a banner offering an upgrade or a return to the ad-supported version. We have broken down how generous the free tier limits are elsewhere.

Two caveats come with it. The option is a Free-plan feature, so Go users would have to move back to Free or step up to Plus. And turning personalization off is explicitly not the same thing, because the ads stay and only their selection changes.

What advertisers actually receive

Advertisers get aggregated numbers such as views and clicks, nothing more. Your chats, chat history, saved memories, name, email address, precise location and IP address are not passed on. Ads are not supposed to influence answers, and they run on separate systems. They are barred from appearing near sensitive subjects including physical health, mental health and politics, and political advertising is not allowed at all right now. Deleted ads data can sit on OpenAI's servers for up to 30 days.

The advertiser side is only half ready. In the country table the Ads Manager still reads "Coming Soon" for all 31 markets. Bookings at launch run through OpenAI's ads solutions team and partner agencies, with self-serve access due later this quarter.
