A difficult (and likely insoluble) problem is that the majority of those who vote in Chicago are low info people and essentially non-readers. They are highly influenced by political sloganeers who are funded by single issue organizations with money to spend. Biased media exacerbates the problem. The “adversary system” that sometimes works in courts is also tainted by elected judges and the settled views of jurors. Corrupted democracy may be the best that humans can agree on but the national debt indicates that pleasing the partisans is expensive and disruptive. Ibid Chicago and Illinois generally.
