In order to neutralize the United States' Pacific forces to a degree necessary for Japan to conquer Southeast Asia, the plan of attack would have to be much more elaborate. Japan would've had to attack not only Pearl Harbor, but also every Naval base and shipbuilding facility on the West Coast and destroy the Panama Canal. When Japan attacked Pearl Harbor, they effectively lost the element of surprise, thus a large-scale attack on the West Coast was highly inadvisable.
The Aleutian Islands campaign was yet another miscalculation. Whether it was meant to expand Japan's control over the Pacific or merely a diversion, Japan wasted what would've been valuable military assets and would've also exposed their troops to the danger of being flanked by American, Canadian and Soviet forces.
