Nestled close to a tranquil Cambridgeshire village lies a notorious prison that has housed some of the UK's most dangerous criminals.
The high-security institution — dubbed Britain's Alcatraz following a Channel 5 documentary — has gained a reputation for previously detaining some of Britain's most notorious criminals. Scottish serial killer Dennis Nilsen, who strangled 16 young men between 1978 and 1983, was held there, as was former IRA member Paul Magee, who murdered both British and Irish soldiers, reports Essex Live.
Michael Steele, 82, served a life sentence for the murders of the Essex Boys in 1995. He was once one of the many dangerous criminals incarcerated at HMP Whitemoor. The prison, in March, Cambridgeshire, is around 30 minutes drive from Peterborough.
Steele and co-defendant Jack Whomes were jailed in 1998 for shooting dead Craig Rolfe, 26, Tony Tucker, 38, and Pat Take, 37, on farmland in Rettendon. Whomes has since been released and Steele was released on licence in May 2025 following a Parole Board hearing, after serving nearly three decades for the 1995 Rettendon murders.
Steele, who hails from Great Bentley, had been serving time at HMP Whitemoor in 2010 when, according to the BBC, he was assaulted with a metal pot during a dispute over telephone use. The assault is said to have left him with damaged teeth and a fractured eye socket.
He sought £100,000 in compensation following the attack but, after a four-day hearing, his claim was rejected.
An inspection of the facility in 2022, along with a survey of prisoners, revealed that nearly four in ten inmates (39%) believed staff failed to treat them with respect. However, 64 per cent indicated there were staff members they could approach if they encountered difficulties.
Alarmingly, the inspection report, released in 2023, stated: "There is no better sign of decline in a prison than a lack of cleanliness and at Whitemoor the wings were the dirtiest I have seen since I became Chief Inspector."
It described floors, walls, serveries and prisoners' kitchens as "filthy" and noted "rubbish lying around and bins overflowing".
"When I walked round the jail, they frequently complained to me about the dirt, a contrast to their cells which most men kept in immaculate condition," the report's author, Charlie Taylor, added. Inmates at HMP Whitemoor are encouraged to engage in activities designed to make productive use of their time in custody and tackle some of the underlying causes of their offending.
Available opportunities include training in painting, decorating and plastering, as well as courses ranging from basic English and Maths through to Open University higher education programmes. Prisoners can also access work placements in the prison kitchen, laundry and recycling workshop.
The Ministry of Justice has confirmed they were investing £220 million in prison and probation service maintenance during 2024/25, rising to £300 million in 2025/26, to enhance conditions and maintain safety and security across the estate.
A Ministry of Justice spokesperson said: "This Government inherited a prison system in crisis but is focused on improving conditions in the long-term through our 10-year prison capacity strategy, which includes a half a billion investment into vital maintenance over the next two years.
"Significant work has been undertaken at HMP Whitemoor to improve the physical environment, engage more prisoners in rehabilitation activities and boost staff recruitment and training."
