Memorials are growing for Johan Sebastián Durán Guerrero. Federal immigration officials have said little about their investigation, including about the identity of the shooter.

A U.S. Immigration and Customs Enforcement agent shot and killed a 26-year-old Colombian man in Biddeford on Monday morning.

Since then, Johan Sebastián Durán Guerrero, who is also known as Joan, has been remembered as a loving father and partner who worked hard to provide for his family.

Federal officials have told state leaders that Guerrero was not the intended target of ICE agents when he was shot and killed as he tried to drive away from them.

Several clips of security camera footage show the moments before and after the fatal shooting. The Portland Press Herald has not been able to locate substantiated videos of the shooting itself.

State and federal investigators have released few details about the killing, including the name of the agent who pulled the trigger. A spokesperson told our reporter: “I will never share an officer’s name.”

Biddeford mayor renews calls for transparent investigation

Biddeford Mayor Liam LaFountain said in a news release late Wednesday night that he continues to emphasize to state officials that any investigation into the shooting must be as transparent as possible.

LaFountain said he spoke with Rep. Chellie Pingree, D-1st District, ahead of her meeting with the leader of the Department of Homeland Security and told her Maine law enforcement must be “fully involved” in the investigation.

Pingree says DHS leader is refusing to identify agents involved in Biddeford shooting

Staff for Rep. Chellie Pingree, D-1st District, said the leader of the Department of Homeland Security has declined to publicly identify agents who were involved in the shooting of Johan Sebastián Durán Guerrero.

Maine’s congressional delegation asked the department’s Office of the Inspector General on Tuesday for a “comprehensive, transparent and expedited review.” The department has not shared any further details of that investigation, despite numerous requests for comment.

ICE supporters gather for rally at State House

Around 20 people gathered for a pro-ICE demonstration in front of the State House on Wednesday evening.

Some participants waved American and Trump flags while others held signs reading “We love ICE” and “Deport all illegals.” A speaker played the song “Ice Ice Baby.”

Protesters shout Gov. Mills away from Biddeford shooting memorial

Angry protesters on Wednesday shooed Gov. Janet Mills from a memorial for Johan Sebastián Durán Guerrero at the intersection where he was killed this week by an Immigration and Customs Enforcement agent.

Video posted by the Boston Globe showed a crowd yelling at Mills, who was in Biddeford to meet with local leaders and pay respects to Guerrero. Mills had called for ICE to take certain measures or be abolished at a press conference earlier in the day.

The apartment building where Johan Sebastián Durán Guerrero lived with his family is much quieter than it was a week ago.

The three-story structure at 53 Pool St. is home to a large number of immigrant families, according to residents and neighbors. Kids often play outside as their parents go to and from work each day. But after Guerrero was shot and killed just feet from the building’s front door this week, a sense of fear has paralyzed many living there, residents said.

Mills says ending ICE traffic stops not enough, calls for agency to be abolished

After conflicting reports emerged about whether ICE would stop conducting traffic stops, Gov. Janet Mills said more is needed to reform the agency.

“I’ve said in my letter, I’ll say it again: That’s not even a half measure towards what should be happening to meet this moment,” Mills said Wednesday, referring to the agency’s announcement Tuesday that it was pausing traffic stops.

Biddeford police were not aware of ICE presence in city before shooting, mayor says

Biddeford police were already following a state law set to go into effect later this year banning Maine law enforcement from collaborating with ICE, Mayor Liam LaFountain said.

“Biddeford PD was not notified of ICE’s interaction prior to them coming to the city on Monday, and I don’t see that changing,” LaFountain said.

Mills says ‘there is a level of cooperation’ between federal, state investigators

Federal officials investigating Monday’s shooting are cooperating with the Maine Office of Attorney General as the state conducts its own investigation, Gov. Janet Mills said Wednesday.

We’ve all asked for transparent and effective investigation. I believe that’s what is happening. I believe there is a level of cooperation,” Mills said. “(We) remain in touch with them. (Attorney General) Aaron Frey is doing his job, his people are doing their job. We expect that to continue, and we remain informed.”

Mills speaks on immigration enforcement in Biddeford

Gov. Janet Mills addressed the media for the first time on Wednesday afternoon at Biddeford City Hall. She declined to provide updates about the Office of the Maine Attorney General’s investigation into the killing, saying it would be inappropriate to offer information as the investigation is ongoing.

She said the suspected shooter’s identity, experience and training are all “part of the investigation,” though Biddeford mayor Liam LaFountain said city officials “are asking for that” information.

Gov. Mills calls on Maine delegation to support ICE overhaul

Gov. Janet Mills on Wednesday called on Congress to rein in U.S. Immigration and Customs Enforcement agents following this week’s fatal shooting of 26-year-old Johan Sebastián Durán Guerrero in Biddeford.

In a letter to Maine’s congressional delegation, Mills urged Congress “not simply to share our grief, to express concerns or offer condolences, but to act now to require ICE to respect the rule of law and honor our collective security.”

Department of Homeland Security says shooting victim has been in country since 2023

Johan Sebastián Durán Guerrero is accused of illegally entering the country “via the southern border” on Sept. 1, 2023, according to a spokesperson for the U.S. Department of Homeland Security.

Immigrant advocates have said the 26-year-old man from Colombia was authorized to work in the country, had been issued a Social Security number and was seeking asylum and legal status. He was working as a delivery driver and at a veterinary clinic before his death.

Another death involving ICE agents in Florida

A man was hit and killed by a tractor-trailer in Florida on Tuesday while fleeing from an encounter with immigration agents, according to the Associated Press.

The 28-year-old man ran away on foot during an encounter with agents from Immigration and Customs Enforcement and Homeland Security Investigations in the St. Augustine area. He darted from the gas station across a busy road and into the path of the tractor trailer, the AP reported.

Trump says ICE should keep making traffic stops

President Donald Trump wrote on his social media site Wednesday morning that ICE should continue to make traffic stops, despite a policy change directing agents to avoid most vehicle stops until further notice.

“I.C.E., be judicious, fair and smart, and go back and do your very important job,” Trump said in the post. “Keep those Crime Stat Records Coming! Remember, you are loved and respected in America.”

Susan Collins and Angus King request fed cooperation with Maine authorities

U.S. Sens. Susan Collins and Angus King late Tuesday requested that federal officials, including in the FBI, fully cooperate with state and local authorities in their investigation into the Biddeford shooting.

“The facts surrounding the shooting remain a matter of significant local and national concern, and it is important that these investigations provide clear answers as to what transpired yesterday,” Maine’s two senators wrote in a letter to Acting U.S. Attorney General Todd Blanche.

Biddeford mayor criticizes agents’ reported lack of body cameras

Biddeford Mayor Liam LaFountain said in a news release early Wednesday morning that ICE agents not wearing body cameras is “totally unacceptable.”

U.S. Sen. Angus King has said that Department of Homeland Security Secretary Markwayne Mullin told him that body cameras were being distributed but had not made it to Biddeford yet at the time of the shooting.

Border czar weighs in on ICE’s traffic stop pause, agent experience

Border czar Tom Homan spoke with national media on Tuesday and fielded questions related to the killing of Johan Sebastián Durán Guerrero by an Immigration and Customs Enforcement agent and the agency’s pause on some traffic stops.

U.S. Sen. Susan Collins, R-Maine, released a statement Tuesday afternoon that said it was “extremely unfortunate” the ICE agent who shot and killed the man in Biddeford was not wearing a body camera.

Collins, who is up for reelection this year, defended the work of ICE around the country as well, in a nod to how Democrats vying to replace Graham Platner on the U.S. Senate ballot have each called for abolishing or restructuring ICE.

Colombian president condemns Biddeford ICE shooting, says he expects to hear from Trump

Colombian President Gustavo Petro issued a strongly worded statement on X Tuesday, calling the Biddeford shooting a “murder of a Colombian, a Latin American, at the hands of the U.S. government,” according to a translation of his statement from its original Spanish.

Petro said he expects to hear from President Donald Trump about the incident.

Colombian Embassy confirms victim’s full name

The Embassy of Colombia confirmed that the man who was shot was 26-year-old Johan Sebastián Durán Guerrero. The embassy is providing consular assistance to his family, according to a statement issued late Monday night.

“Through its Consular Section, the Embassy remains in close contact with the family and the relevant U.S. authorities to facilitate the corresponding procedures,” the statement read. “The Embassy has requested information and clarification from the Department of Homeland Security (DHS) regarding the circumstances surrounding this lamentable death and will continue to follow the case closely as the investigation progresses.”

Tensions rise at Scarborough protest at ICE facility

A lone counter-protester wearing a cowboy hat with an American flag and armed with a gun and knife on his hips, showed up at the protest with a megaphone, blaring a siren sound. He walked through the crowd and tried to get behind the speaker, who was talking through a microphone.

The counter-protester, identified as Tim Bodnar, a resident of Newport, has a wide following on social media, where he is known online as “Truth Slinger.”

Biddeford offers mental health support to those affected by shooting

Biddeford officials announced that the city will offer free, individual support sessions to anyone affected by the shooting death of a 26-year-old Biddeford resident by federal immigration agents on Monday.

In partnership with Sweetser, a mental healthcare provider, community members will be able to speak one-on-one with trained crisis response professionals on Tuesday evening and Wednesday morning. The sessions are open to anyone impacted by the incident, whether directly or indirectly.

Maine still not issuing undercover plates for ICE

The Maine Bureau of Motor Vehicles has continued to reject ICE’s applications for confidential license plates in recent weeks, a spokesperson for the Secretary of State’s office said, despite a May lawsuit from the Trump administration over the denials.

The BMV’s policy requires all applicants to attest that they won’t use their undercover plates to conduct federal immigration enforcement, spokesperson Jana Spaulding said.

Fundraiser started for family of man shot in Biddeford

Johan Sebastián Durán Guerrero “worked tirelessly” to provide for his wife and 3-year-old daughter, according to a statement posted in an online fundraiser.

Immigrant advocates who helped organize the fundraiser said Guerrero’s family referred to him as Johan. According to the statement, the GoFundMe was created to help cover legal expenses, funeral costs and repatriation to Guerrero’s home in Colombia, “where his parents are waiting to lay him to rest.”

ICE reportedly pauses most traffic stops

Immigration and Customs Enforcement agents have reportedly received a directive to no longer conduct most vehicle stops until further notice, following the two deadly shootings in Maine and Texas this month.

The guidance applies to agents who fall under Enforcement and Removal Operations, the branch within ICE charged with the arrest and deportation of undocumented immigrants, and imposes a pause on initiating stops, CNN reported Tuesday morning, citing a source familiar with the new guidance. Agents should reportedly work with partner agencies to conduct a stop if executing a criminal warrant on an individual in a vehicle.

Protesters gather outside of Scarborough ICE facility

About 100 protesters gathered outside of the Immigration and Customs Enforcement facility in Scarborough. Protesters joined a coalition of religious leaders in solemn song.

“You do not walk alone,” the group joined in after the call and response.

Jared Golden: ICE needs to prioritize body cameras

A day after the Biddeford shooting, U.S. Rep. Jared Golden released his first statement to share that he spoke Tuesday morning with Homeland Security Secretary Markwayne Mullin about how an inspector general and the FBI are investigating.

“That’s a good thing,” Golden, a Democrat whose 2nd District does not include Biddeford, said. “As with any deadly use of force by law enforcement, what we need now is thorough, independent investigation that establishes the facts necessary for accountability.”

Some Scarborough residents want ICE out of the town

Scarborough resident Jennifer Jortberg and a few others are beginning to investigate the possible wording of a petition to circulate to remove the ICE facility on Manson Libby Road. It’s an administrative building for routine check-ins, and it has three short-term holding cells.

She said the organizers are hopping on a call tonight to discuss the legal language of the petition, and they hope to have the wording ironed out by the citizen preference vote at town hall on Friday — an opportunity for town members to voice who they want to elect for the Democrat candidate for Senate.

Portland church leaders call for end of ICE actions

The First Parish Unitarian Universalist Church in Portland is denouncing the actions of federal agents in Biddeford on Monday.

“We’ve seen ICE use lethal force around the country. When such government-sanctioned acts of terror are allowed to continue, and even encouraged through grossly increased funding, we must call for a complete end to all ICE actions. Their operations are a direct contradiction to the principles that we, as people of faith, hold dear,” Rev. Norman Allen said in a statement.

Ms. Rachel: ‘My heart is there now’

Rachel Griffin Accurso, the popular children’s YouTuber from Maine, posted a solemn message on social media about the shooting on Monday.

Known as Ms. Rachel, Accurso wrote in the post that she was born in Biddeford and her “heart is there now.”

Maine labor group calls for ICE to ‘stand down’

The leader of a Maine labor group said in a statement Monday that the killing is indicative of ICE’s “continued reign of terror and intimidation.”

“As similar killings of innocent unarmed people have occurred, a pattern has emerged of reckless and unaccountable ICE agents needlessly shooting people in the streets, and this horror has now come to Maine,” Cynthia Phinney, the president of the Maine AFL-CIO, said in a statement.

Portland vigil draws hundreds to Monument Square

Hundreds of people, many holding flowers, gathered in Portland’s Monument Square on Monday evening to sing and light candles in honor of the 26-year-old killed that morning by Immigration and Customs Enforcement agents in Biddeford. It happened at the same time as similar gatherings around the state.

The event included a speech from U.S. Senate hopeful Troy Jackson, who said he was tired of coming to the square for remembrances, and called for the abolition of ICE.

Vigil kicks off in Biddeford

Hundreds of people gathered at Mechanics Park in Biddeford on Monday evening for a vigil to honor the man shot and killed by Immigration and Customs Enforcement agents in the city, less than 12 hours after the shooting at Hill and Pool streets.

The park, which was the site of ICE protests throughout the day, took on a different tone at 7 p.m. Passionate chants had turned into songs of love and peace. A place to vent feelings of frustration became a place to grieve.

Counter-protesters arrive ahead of vigil

Tensions boiled over briefly ahead of a planned vigil at Mechanics Park in Biddeford.

As Immigration and Customs Enforcement protesters continued chanting at the park, several counter-protesters with pro-Trump flags and apparel formed at the opposite corner of Main and Water streets.

ICE breaks silence on shooting

U.S. Immigration and Customs Enforcement confirmed Monday evening that the agency fatally shot a man who they said attempted to flee the scene in his vehicle.

According to a statement from a spokesperson, ICE agents were conducting “targeted surveillance on the last known address of an illegal alien with a final order of removal” around 7 a.m. Monday.
