Noctua partnered with Asetek to create the NL-LC1-36 AiO liquid CPU cooler from scratch.  This is not just a rebranded Asetek cooler, everything about it is custom which makes it both an incredible cooler as well as one of the more expensive ones.  The only cooler in the long list of benchmarks which TweakTown has that can beat the NL-LC1-36 is the NL-LC1-42 which was also sent and appears in the benchmarks.  This review focuses on the NL-LC1-36 but you can get an idea of how the version cooled by 140mm fans will perform.

The NL-LC1-36 uses the SecuFirm2+ mounting hardware which is compatible with everything from LGA1954 to LGA1700 as well as both AM4 and AM5.  In their testing not only did the NL-LC1-36 keep their Ryzen 9 9900X cooler than any other AiO they’ve tested, the CPU maintained higher frequencies as well.  You will also sometimes question if it is actually running as the loudest TT could get the NL-LC1-36 run was 37 dBA and in general it was around 25 dBA which is likely lower than the background noise in your environment.
