Texture bug, How can i fix?

Mission: Meltdown

Mine is the Steam version, I followed https://gillian-guide.github.io/ guide to fix gta 4, the "drag and drop" one, version Complete Edition (1.2.0.59)
I usually skip the cutscenes, so Idk if i skipped anyother texture glitches before.
How can i fix it?
