lock on reticle mod in "Vice"?

Hi all, 
 
I'm curious - I didn't see a lock on reticle ability in the initial game of "Vice". Did I miss it somehow? I see it sometimes in screenshots on mods like this

Can somebody please help me out if they know a similar lock on mod exists? I once had something I think was ported from "san andreas" but I lost it and I'm not sure what to google
