I'm getting "Rockstar Games Services are unavailable" error. How can I fix this?

Hi everyone,
I can't get into the game because of the error shown in the screenshot. It's in Russian, but it translates to: "Attention. Rockstar Games Services are currently unavailable. Please return to the main menu and try again later."
Here are my details:

Platform: PC (Steam)


Region: Eastern Europe / CIS


When it happens: It pops up every single time I try to load into GTA Online from the main menu or story mode.


What I've already tried:

Restarted my PC and the game multiple times.


Rebooted my internet router.


Verified the integrity of the game files.


None of this helped. Is anyone else in my region experiencing this right now? Is it a server issue, or do I need to change some DNS / network settings on my end?
I would really appreciate any help or advice. Thanks!
