Social Club messages pop-ups are not working

I don't see anyone talking about it, but this bug is already more than a week and it looks like a global issue right now.
 
I'm not sure since when it started, but the pop-up notification for new SC messages is not working at all.
You can't see if friends or anyone send you a new message. (not in-game phone messages that works fine)
I can see pop-up notification for friends join and leave online, and i can see invites to lobbies, but not the messages.
Everyone i asked said it's not working for them.
It's the same for PC legacy and enhnced.
 
R* trying to kill the "social" in this game step by step, this is really frustrate...
